【摘要】 当前我国以建立和推行公务员制度为核心的人事制度改革已经进入了一个新时期，取得了阶段性的成效。公务员退出制度作为公务员制度的重要组成部分，是公务员管理中进、管、出三个环节中的最后一环，既与“进”有密切的联系，又与“管”有一定的关系。建立和完善公务员退出制度，能够依法保障公务员的职业选择权、国家机关的用人权，优化公务员队伍系统内部结构，激发公务员的活力，形成公务员队伍正常的新陈代谢机制，保证公务执行和行政效率。因而，研究公务员退出制度对于进一步完善我国公务员制度具有重要的理论意义和实践价值。 论文研究主要分为六个部分。论文的绪论部分对选题的缘起、研究现状、相关基本概念以及研究的内容和方法作了简要的说明；第二部分主要回顾了我国公务员制度和公务员退出制度的发展历程，分析了完善公务员退出制度的意义；第三部分探讨了目前我国公务员退出中存在的主要问题，并从观念意识、法律法规、退出机制、配套措施等方面分析了产生这些问题的原因；第四部分分析了国外公务员退出制度与实践；第五部分针对我国公务员退出中的问题，借鉴发达国家的先进经验，提出了完善我国公务员退出制度的对策建议。论文的结论部分总结回顾了论文的主要观点，并指出了今后的研究方向。更多还原

【Abstract】 China’s reform of the personnel system centering on founding and carrying out civil servant system has entered a new stage and has got stage effect. The withdrawal system for the civil servants, as one of the most important parts of the civil sevants system, is the last step in the three steps of entrance, management, withdrawal in the civil sevants management, which has a close relationship with "entrance" and has a relationship with "management" too. The establishment and consummation of the withdrawal system for the civil servants, can ensure the vocation selection of the civil servants and the selection of talents in government vigor, optimize the structure of the civil servants group, stimulate the civil servants, form the normal mechanism of the new superseding the old for the civil servants, and assure the implemnt of public affairs and administative efficiency. Therefore, the study on the withdrawal system for the civil servants has an important theoretical sense and practical value for the further consummation of the civil servants system.The dissatation can be divided into six parts: The preface part of the thesis starts from the rise of the question, introduces the research status of the issue, explains some basic concepts in the relevant field, and expounds the research content and research method. The second chapter reviews the development of the China’s civil servants system and the withdrawal system for the civil servants, and analyzes the meaning of perfecting the withdrawal system. The third chapter deeply describes the main problems which hiders the development of withdrawal of the civil servants in China, and analyzes its reasons from the aspects of consciousness, law, withdrawal更多还原
