【摘要】 东北地区老工业基地是以能源、机械、原材料为主的重工业基地。随着我国社会主义市场经济体制改革不断深入,东北老工业基地在计划经济体制下积累的矛盾日益突出。如何解决东北地区经济发展面临的困难和问题,党中央在十六大提出了“支持东北地区等老工业基地加快调整和改造,支持以资源开采为主的城市发展接续产业”的战略思想,随着经济全球化、市场一体化和加入WTO,东北老工业区的石油石化企业在这种新环境下面临着巨大的机遇和挑战。本文以SWOT方法分析大型石化企业在东北老工业基地发展具有的优势、存在的劣势,面临的机会和威胁,并在此基础上,通过IFE-EFE矩阵对其外部机会、威胁以及内部优势、劣势的综合加权分析得出其SWOT分析矩阵,并比较AHP和IFE-EFE矩阵进行分析的不用之处。本文通过借鉴德国鲁尔工业区成功改造案例经验,对大型石油石化企业在东北老工业基地的发展所面临的企业体制、技术、产品本身等方面的问题提出许多对策。旨在提出对石油石化企业发展战略具有可参考价值的可行性建议。更多还原

【Abstract】 The industrial base in the northeast China is a heavy industry base focused on energy, machinery and raw material. With the continuous deepening of China’s socialist marketing-economy system, contradiction in the industrial base which has accumulated under the planned economy system is day by day prominent. In order to resolve the difficulties and problems north-east economy facing, the 16th CPC Central Committee has proposed the strategy of“supporting the old industrial bases in northeast China to speed up the adjustment and transformation; accelerating the exploitation of resources oriented urban development industry".With economic globalization, market integration and WTO entry, China’s old industries, like the petroleum and petrochemical enterprises, are facing great opportunities and challenges. by using the SWOT analytical , the paper analyses strengths, weaknesses, opportunities and threatens facing the large petrochemical enterprises in the old industrial bases in northeast China, and, on that basis, through IE matrix, its strengths opportunities, threats and internal strengths, strengths are comprehensively analyzed to get SWOT analysis matrix; and at the same time, compares AHP and IFE-EFE matrix analysis. By using the successful transformation experience of the Kommunalverbad Ruhrgebiet, the paper proposes the strategies to solve enterprise systems, technologies, products, and other issues of large-scale petrochemical enterprises in the industrial bases.
