区域水资源承载能力评价方法研究

【摘要】 水资源承载能力是随着我国人口的增加和经济社会的迅速发展,水资源与区域的社会需求矛盾日益突出而提出来的,到现在已有近二十年的历史。它的研究对于分析区域的经济发展模式以及布局等宏观区域规划具有重要意义。 本文从归纳前人的研究成果出手,提出了一套水资源承载能力的评价方法,并选用实例进行分析和比较,全文结构上可分为三个部分。 第一部分(第一、二章)主要是对前人水资源承载能力的研究成果的归纳总结。在分析现有资料的基础上,对水资源承载能力的概念、内涵和特性进行了科学界定和归纳。系统综述了水资源承载能力计算方法的研究进展,将水资源承载能力评价方法分为经验估算法、指标体系评价方法和复杂系统分析方法,指出优缺点和存在的问题,并提出自身方法的特点。 第二部分(第三、四章)着重对自身的评价方法进行论述。在水资源承载能力概念的基础上,通过对水资源承载能力的主体、客体及承载水平、水资源配置下的主客体耦合三个层次进行分析,提出水资源承载能力三层次的评价指标体系。对水资源承载水平进行分级,将其划分为温饱、总体小康、全面小康、基本现代化和现代化几个级别,并提出了水资源承载能力的分析计算方法。 第三部分(第五、六章)在第一、二部分的基础上以东营市、海南省、海河流域和石羊河流域为典型区域进行分析计算,并在指标体系的基础上对其进行三个层次的评价和比较。其中,以东营市为分析计算的重点,对其进行情景分析,并比较不同情景下的不同承载结果。结果表明,评价方法简单但层次分明,实用性较强。评价计算结果可为四个地区的宏观规划提供理论依据。结论部分还提出了本研究创新点和需加强之处,并指出未来水资源承载能力的研究发展方向。

【Abstract】 Water resources carrying capacity(WRCC) based on conflict between the scarcity and the rapid growth of population and economy is brought forward for 20 years. The study will give some suggestions to the region planning and development mode analysis.The paper puts forward the appraised method and makes the example analysis. Itcan be divided into three parts:The first part(the 1,2 chapter) mainly summarizes water resources achievement,concludes the concept,connotation and characteristic,classicfies the appraised method into experience estimate method, index system appraised method and complex system analysis method. Then points the merit and the defect, the exsited problems. At last, the paper brings forward the characteristic of the appraised self-method.The second part(the 3,4 chapter) mainly introduces the method. Based on the water resources concepts, the paper analyzes the principal part, the objects, the coupling under the water resources collocation, and puts forward the three hierarchies index system. Then the grades of WRCC levels are assorted to subsistence, being better off, basic modernization and the modernizaion, and the method is pionted out.The third part(the 5.6 chapter)takes Dongying city,Hainan province,Haihe river basin and Shiyang river basin for example to caculate, and compares their three hiberarchies indice. Besides, the Dongying city is taken as the emphasis for scene-caculation. The results suggest that although the apprasied method is simple, it has the clear hiberarchies and good practicability. The conclusion points out the innovation and deficiency of the study, and the study direction of WRCC in the future.
