【摘要】 安全文化是整个社会文化的组成部分，也是文化创新的重要内容，已经越来越引起人们的广泛关注。对于我国煤炭行业来说，安全文化建设起步较晚，还是一个新生事物。作为其中较早的先行者，济三煤矿进行了积极地探索，做了一些有益的尝试，并取得了一些实际效果，为矿井安全生产发挥了一定的促进作用。 本文采用实证研究与规范分析相结合，理论与实践相结合的方法，立足于查找该矿安全文化自身存在的问题及在实施应用中存在的不足，在总结初期成功经验的基础上，通过调查分析当前矿井干部职工对安全文化建设的意见和看法，提出该矿安全文化建设下一步发展的方向及应注意的环节与问题。 本文通过对济三煤矿安全文化现状的调查分析，认为基层是实施安全文化的关键，职工是实施安全文化的主体，“以人为本”是实施安全文化建设的根本宗旨。并提出，济三煤矿安全文化建设发展中应加强对职工安全文化的理念渗透，注重职工的行为规范和行为养成，建立具体的安全文化操作系统和考核系统，拓展安全文化的内涵，加强组织领导，提高基层的重视程度和执行力度，应充分发挥职工的积极性，注重全员安全文化的培养，着眼于建设立志长远的安全文化体系。 通过研究，本文基本上找清了济三煤矿安全文化实施应用中所存在的问题，并提出相应的解决办法，解决了下一步发展的取向及应注意、应加强的问题，加深了对煤矿安全文化的认识和理解，强化了理论的指导作用，为济三煤矿安全文化建设及安全工作的长治久安提出了宝贵的意见和建议，对煤炭行业安全文化建设也具有一定的参考和借鉴意义。更多还原

【Abstract】 Safety culture, being an indispensable part of whole social culture and an important content of culture innovation, are gaining more and more attention from people. As for coal industry, safety culture construction is an emergent novelty started in quite late years. Jining No.3 Coal Mine, as one of the pioneers in this regard, has actively taken part in research and tried a few meaningful experiments, which has resulted in actual effect and promoted production safety for the coal mine to certain extent.Through combining demonstration research with standard analysis, and theory with practices, this article puts forward direction for future development of safety culture in Jining No.3 Coal Mine and its related considerations, which based on existing problems and shortages in safety culture of the coal mine itself and its implementation, some successful experience in early stage, and research and analysis on ideas and attitudes of the coal mine’s managements and employees toward safety culture.This article, through research and analysis on status quo of the implementation of safety culture, deems the gross roots of the coal mine as the key role for implementing safety culture. The reason is that, in this process, employees are the main body and "people foremost" is the fundamental principal.
