【摘要】 随着我国改革开放的逐渐深入，开发区在社会经济发展中扮演着越来越重要的角色。然而，在我国目前人多地少，耕地资源日益紧张的情况下，土地问题已成为开发区发展中至关重要和关键的问题。研究开发区土地利用水平，寻找合理的管理和利用方式，促进开发区土地资源的合理配置，成为开发区发展建设中亟待解决的问题。本文首先给出了开发区土地利用水平评价研究的背景、目的及意义。接着根据当前我国开发区土地开发利用程度、管理水平、集约利用程度及其产生的利用效益，确定评价开发区土地利用水平的基本因素，建立了开发区土地利用水平评价指标体系。在此基础上，结合江西省的30家重点开发区土地利用的实际情况，利用所建立的指标体系对其进行实证分析，最后提出了结论与展望。更多还原

【Abstract】 With the penetration of China’s reform and opening policy, the development zone is playing a more and more important role in social and economic development. However, under the situation of a large population but scanty land in our country at present, cultivated land resources are becoming more scarce day by day. Meanwhile, the land problem has already become an essential and key puzzledom during the construction of development zones. Studying on land use competence, looking for rational way of land management and utilization, promoting reasonable disposition of land resources in the development zones has become a problem which should be solved urgently.Firstly, the research background, purpose and meaning are all presented at the beginning. Then according to the land exploiture intensity, management level, intensive use degree and its benefits, the paper refines and appraises the basic factors that influence land use competence, and sets up an evaluation index system of land use competence in development zones. Based on the land utilization analysis of those 30 main development zones in Jiangxi Province, the author give an empirical research on them by using the evaluation index system which has been set up formerly.
