【摘要】 目的：乡镇卫生院是农村三级卫生服务网络的枢纽，在农村卫生服务工作中占主体地位。要建立适应社会主义市场经济体制要求和农村社会经济发展状况，具有预防、保健、基本医疗和计划生育指导等服务功能的农村卫生服务体系，乡镇卫生院的服务水平和运行效率是关键。近年，国家开始加大了乡镇卫生院的建设。本研究针对四川省贫困地区乡镇卫生院的现状，拟对乡镇卫生院的卫生服务能力建设开展研究。本文旨在对四川贫困地区的乡镇卫生院卫生服务能力现状做出评价，包括贫困地区乡和卫生院的基本情况、卫生服务提供的能力、卫生服务利用和卫生院运行效率相关因素分析等等在内的一系列评价过程。 方法：本研究抽取四川省巴中地区的巴州、通江、南江和平昌四区县下的36所卫生院为样本，其中包括12个中心卫生院和24个普通卫生院，通过对相关卫生人员和院长的现场访谈与问卷调查，对贫困地区乡镇卫生院的人员、设备、培训、业务收入等各个方面进行分析。然后根据调查和分析的结果，针对目前四川贫困地区乡镇卫生院的问题所在，提出一些有针对性的建议，包括在人员方面，政府应根据四川贫困地区卫生院自身的情况对卫生院人员进行宏观调控，有的放矢地培养熟悉农村卫更多还原

【Abstract】 [Objective] Township health centers are important chains of health care system in rural area of China. The medical service ability and efficiency are essential for the rural health system, which contains prevent diseases, health care, primary medical services and birth control, and the adaptation of market economy in socialism and the development situation of rural economy. The government enhanced the inputs in recent years. This article aims at researches about the status in quo in the depressed area in Sichuan province. And then, we can evaluate the medical service ability that involves the base information, the supply and utilization ability of medical service, and the factor analysis about the efficiency of health care. [Methods] We selected 12 Town health centers and 24 Township health centers, totally 36 health centers to be the samples in 4 towns in Bazhong. We tried to analyze the personnel, the equipment, the training and the finance information there. After that, we wanted to give our suggestion according to the researches, such as macroscopical adjusted the personnel, and brought up the person with abilities we need and set up regulations to inspirit staffs.
