【摘要】 建设社会主义新农村，统筹城乡经济社会发展、推进城乡一体化是新形势下解决“三农”问题的根本途径。而农村房屋产权流转是当前建设社会主义新农村、推进城乡一体化进程中倍受社会各界关注、争议较大的一个问题。农村房屋作为农村资源的一个重要组成部份，其开发利用就成为社会各界关心、关注和研究的重要课题。因此，研究农村房屋产权流转对解决“三农”问题具有重要的意义。本文共分为六部分，共计4.7万字。 首先，论文在相关理论综述和理论研究现状的基础上，分析了加快农村房屋产权流转的重要意义：有利于促进住宅资源优化合理配置，提高经济效率；有利于拓宽农民的增收渠道，增加农民收入；有利于实现城乡一体化的发展；有利于建立逐步改变城乡二元经济结构的体制；有利于和谐社会的构建以及符合我国宪法人权保护等。其次，以成都市为例进行实证分析，对成都地区农村房屋产权流转现状进行调查分析，为探索农村房屋产权流转奠定基础。其调查的主要内容：一是流转主体的经济状况和意愿、流转群体，流转客体即房屋的使用情况、建设情况、权属登记发证情况、闲置情况，流转市场即房屋的交易情况、活跃程度，流转方式即转让、租赁和抵押情况；二是考察农民集中居住区房屋产权流转的可行性，简单分析了其他城市地区农村房屋产权流转实践。然后，重点分析了当前制约我国农村房屋产权流转的因素：第一，我国农村宅基地使用权制度是农村房屋产权流转的最大制度瓶颈和障碍；第二，农村房屋产权权利界定模糊限制了农村房屋产权流转；第三，农村社会保障体系尚未完全建立，不能为农村房屋产权流转提供内在动力；第四，农村房地产市场发育水平低，不能为农村房屋产权流转提供外在动力。最后，以搞活农村房屋产权更多还原

【Abstract】 In order to solve the problems of farmer, agriculture and rural areas in the new situation, it is essential to build the new socialistic rural areas, to plan the economic and social development of both urban and rural areas as a whole, and to push forward the integration of urban and rural areas. The property flow of the rural house is violently disputed and widely concerned in these processes. As an important part of rural resources, the rural housing and its development and utility become an important research project. Therefore, the research on the property flow of rural house is significant in solving the problems of farmer, agriculture and rural areas.Firstly, on the basis of a summary of related theories and the actual research, this thesis analyses the significance of speeding up the property flow of rural house. This method is favorable for promoting the most optimum and rational distribution of housing resources and advancing economic efficiency, for broadening farmers’ channels of increasing income, and for realizing the integration of city and country. This method helps the establishment of the system that can gradually change the dualistic economic structure of city and countryside. And it favors the construction of harmonious society and accords with the law of protecting individual property in our Constitution.Secondly, investigation and analyses are made on the actual state of the property flow of rural house in Chengdu area, which lays the groundwork for this research.
