【摘要】 中小企业是我国经济发展中一支极为活跃的力量，是我国经济社会发展中不可或缺的重要组成部分，它们不仅可以提高市场效率、提供广大的就业机会，而且还是我国转变经济增长方式的决定力量。但是目前中小企业的发展举步维艰，很多“瓶颈”问题制约着这一股力量做强做大，根据调查，70％的中小企业认为：融资难是制约中小企业发展的首要“瓶颈”，它具体表现在内源融资不畅，直接融资和间接融资效率低下等问题。因此，结合我国中小企业融资现状，分析中小企业融资约束因素，研究并提出缓解融资难的政策建议，大力促进中小企业向健康发展已成为当前融资层面亟需解决的问题。 造成这种情况发生的原因，我们不但要从企业自身、金融机构、政府部门等方面来考虑，还要把企业融资方面一些学派的理论贯穿其中，只有这样，才能发现问题的根源。在提出解决方案的过程中，我们有必要在我国具体国情的基础上借鉴发达国家的中小企业融资政策，加强企业自身建设，建立健全我国中小企业的法律法规体系、担保体系，推进中小企业信用体系建设，建立政策性金融机构，制定相关的中小企业扶植政策，疏通直接融资渠道和间接融资渠道。更多还原

【Abstract】 The small and medium-sized enterprises are the active power of our country economy, are also the necessarily important part in our social economy, which not only can raise the market efficiency and provide the large employment opportunities, but also are the decisive power of the transition of the economy growth method. But now the development of the small and medium-sized enterprises is very difficult, a lot of problems make it impossible to become strong and competitive. According to the inquisition, 70 percent of the medium and small business enterprises think: Financing is the most difficult for the small and medium-sized enterprises. Concretely, financing from inside indirect financing and direct financing are all inefficiency. Therefore, combining the present condition of the financing in the small and medium-sized enterprises, analyzing the factors of hindering the financing, studying and putting forward to how to solve the problems, promoting the development of the small and medium-sized enterprises are very urgent for us.We should analyze the reasons from many aspects, such as enterprises themselves, financing institution and the government sections and so on. In addition, applying some theories on enterprises financing to this paper is necessary, which can be helpful to find the resources of problems.
