江苏省农业科学院科研人员激励研究

【摘要】 江苏省农业科学院是一个具有70余年历史的综合性农业科研机构,从事除水产、农机之外的农业技术研究,是一家省政府直属的全额拨款事业单位。成立以来,农业科研成果硕果累累,为江苏省乃至全国的农业科研工作作出了巨大贡献,其综合实力在全国省级农科院中名列前茅。自2002年以来,该院实行了一系列的科研体制改革,包括激励体制改革,取得了明显成效,职工收入有了较大幅度的提高,每年争取到的科研经费增幅显著,科研人员发表的论文较以前也有较大增长。但是,通过进行科研人员工作满意度调查,发现改革4年后,科研人员的工作满意度并不高。如何改进完善激励制度,进一步激发科研人员的积极性,促进科研人员更多更好地出成果,提升科研实力,是该院一个重要的现实问题。本文通过对该院当前激励现状的分析,依据管理激励理论,找出该院在科研人员激励方面存在的问题,进而完善该院科研人员的激励相关体系。

【Abstract】 Jiangsu academy of agricultural sciences is a comprehensive institute on agriculture research, with a long history over 70 years, devotes in researching on agriculture except aquatic products and farming machines. Since it was founded, it has made great achievements. In 2002, the science and technology system was reformed, involved the motivation system, and obvious effects were achieved. The employees got higher salary, the research funding increased remarkable, and the research staff also made a great progress on science paper publishment. But the satisfaction degree of the research staff is still not high through investigation. So it is urgent for the academy to improve the motivation system to stimulate the research staff members’ enthusiasm, thus boost them to harvest more fruits and upgrade the academy’s research strength. By analyzing the current motivation status of research staff in the academy, taking the motivation theory as the tool, this paper gives the problems and solutions of motivation system for the academy.
