公路施工项目动态管理研究

【摘要】 目前，我国一些公路施工企业处于盲目扩张后带来的管理粗放、资源损失浪费、经济效益长期低迷，工程成本超支、工期拖延的恶性循环中，项目管理水平不高，管理效率低下。针对目前我国公路施工企业所面临的困境以及公路施工项目管理的发展趋势，进行公路施工项目管理的研究已经显得尤为迫切和十分必要。尤其是在建立健全高效的项目管理职能模式，提高工程计划管理水平，优化配置生产要素，建立动态优化控制的过程管理模式等方面的研究和探索必将推动我国公路项目施工管理水平的提高，以完善我国工程项目管理的理论体系。 本文以“京承高速十标”工程施工管理为例，从项目管理的计划、组织、领导、控制角度着手，以目标控制和资源管理为主线，运用现代项目管理学理论，研究了施工项目动态管理的内容和方法。通过确立“双赢”的以绩效为标准的契约关系，使项目经理部的利益相关者之间建立起伙伴关系；采用竞争上岗制选拔优秀项目经理，建立高效的项目管理团队，为实现项目三大目标控制，提供保证。文章将计划管理和过程控制有效地结合起来，看成一个整体进行研究，提出工程项目施工过程中目标控制的动态管理模式：通过加权修正，编制以工时为基础的综合进度计划和以费用为基础的综合进度计划：应用“S”曲线对比法，对进度执行效果进行测量评估，应用趋势外推法对进度执行效果进行趋势预测，并提出了进度纠偏措施。应用挣得值分析方法，对成本计划值与实际值进行比较分析，分析成本偏差产生的原因，提出纠偏措施；应用因果分析法、效益／成本分析法、质量成本分析法等方法，为项目编制质量计划：提出具体的质量控制方法和措施，应用“PDCA”循环，进行项目质量动态控制。该项目动态管理模式应用于“京承高速十标”工程中，取得了良好的效果。 本论文在吸收以前研究成果的基础上，作了以下创新：建立了基于契约驱动的新型项目组织形式，克服了传统项目组织形式的种种弊端；将团队精神成功地富于项目经理部，采用项目经理竞争上岗制，为广大公路施工企业的体制改革指明了方向；将计划管理和目标控制有效地结合起来，看成一个整体进行研究，提出了工程项目施工过程中进度、成本、质量三大目标控制的动态管理模式，并成功地应用于“京承高速十标”工程中。更多还原

【Abstract】 At present, after our country some highway construction enterprises are in the management which the blind expansion brings extensively, the resources loss waste, the economic efficiency long-term murky, the project cost exceeds expenditures, the time limit for a project delays, and in the vicious circle which, the project management level is not high, manages the efficiency to be low. In view of the difficult position as well as highway construction project management development tendency faced by our country highway construction enterprises, we carry on the . highway construction project management the research already to appear especially urgent and extremely essential. The research and the exploration, in the establishment perfect highly effective project management pattern, raising the engineering management level of the plan in particular, the optimized disposition element of production, establishing the dynamic optimized control management pattern aspects and so on, will certainly to impel our country road project construct control level, and consummate our country engineering project management the theory system.This article, using " Tenth Project Section of the Highway Beijing to Chengde " as an example, from the project management plan, the organization, the leadership, the control angle begins, takes the goal control and the resource management as the master line, has studied the construction project dynamic management content and the method.
