区域旅游合作的组织与体制研究

【摘要】 在全球经济一体化的影响下，旅游业也朝着区域合作的方向发展，从单个产品的合作到行业管理的合作进而发展到旅游业的全面合作。我国旅游合作从九十年初就开始了，但是由于旅游业内部体制等因素的限制和旅游业外部环境的影响，区域旅游合作始终没能取得实质性的进展。2003年，我国加入WTO后，面对国外大型旅游集团竞争的威胁，加上2003年“非典”对于旅游业的重大打击，国内区域开始重新审视区域旅游合作的重要性，加快了合作步伐，并开始着手攻克旅游合作组织与体制这个难关。 文章从组织与体制的概念入手，分析了区域旅游组织构成的要素，体制建构的过程。在组织方面，分析了我国目前一些区域旅游合作组织的现状和特点以及不足，包括组织管理主体的不明确，管理客体的缺失等等。在体制上，从分析我国宏观旅游管理体制的构建、发展，得出了旅游管理体制的构建是一个规范——调整——规范的不断向上发展的过程。把这个规律运用到区域旅游合作体制的构建上，可以看出区域旅游合作体制的构建同样在发展中完善，完善后再调整。根据体制建构的深度和广度不同，我们把区域体制建构的过程分为了四个阶段：起步阶段、发展阶段、深化阶段和创新阶段。环渤海区域、长三角区域、珠三角区域分别处在区域旅游合作体制构建的发展、深化和创新阶段，并且具体分析了外部环境要素对于体制构建现状的影响，表明经济因素、政治体制和文化体制的改革和发展将作用于区域旅游合作组织与体制建设。 文章以云南参与泛珠三角为例，从宏观的研究转入了微观的研究，具体分析了云南旅游组织情况的现状和不足。把从上文研究结果运用到云南实际研究中，发现经济体制和政治行政因素是云南参与泛珠三角区域旅游合作的阻碍因素，而云南作为一个旅游大省，文化因素成为其参与泛珠三角区域旅游合作的推动因素。 文章的最后提出了区域旅游合作组织组成的关键要素与体制的建构流程。针对泛珠三角区域旅游合作的组织与体制建设正处于发展阶段，建议云南省目前在旅游投融资政策、旅游环境保护政策、旅游产业发展、旅游人才培养等方面加快发展步伐。更多还原

【Abstract】 When the whole world become to be incoporated ,some district in tourism began to cooperate. Begin with the collaboration of the tourism products ,Cooperation of districts in tourism develops to tourism administration cooperation, would to the whole industry cooperate. Cooperation of districts in tourism started in 20 century 90s in China. Because of administration organise and system, cooperation of districts in tourism couldnot gone further. While China took part in WTO and tourism furstrated in SARS in 2003, cooperation of districts in tourism become activate renewely.People thoughly work with the difficult problem--adimistration organise andsystem.First,the article shows the conception of the administration organise in cooperation of districts in tourismande establishing of system. In one hand, article analyses characteristic and insufficiency, includes: ambiguity principal parts in adminisration ,shortage of supervision objects. In the other hand, from country’s magnificent administration sustem formed, we can conclude that administration system in tourism is a up and up process. Base on the depth and scope in system establishing, we can seperate the process into four parts: get up time , seedtime, deepentime and innovate time. The article takes HuanBOHai Area, ChangSanJiao Area,ZhuSanJiao Area for examples,make know that economic system, politic ande culture system effect the establish of areas’ cooperation in tourism.Article analyse Yunnan’s taking part in FanZhuSanJiao Area ’s cooperation in tourism, shows shortage of tourism administration, finds that economic system, polictics would blocked the tide of cooperation, culture rennovation would promoted the tide.At end, the article put forward the key factor in organizing adminisration system.And advises that Yunnan province should steped on the juice in currency politics, enviroment protection rule , industry developing aids and education upgradeing in tourism.更多还原
