【摘要】 非正规就业是一种不同于正规就业的就业形态，其灵活性就业特征及其在降低城市失业率、减轻贫困等方面的巨大作用，使之成为解决就业的一种有力补充。 本文首先探讨了非正规就业概念及其理论渊源，在此基础上，文章分析了无锡市城镇总体就业规模、正规就业与非正规就业间的动态关联，并对无锡市非正规就业规模做了尝试性测算。在探讨了市场经济国家非正规就业一般经验的基础上，本文分析了无锡市场化进程中非正规就业拓展存在的问题，探讨了产生这些问题的诸方面原因。文章阐述了阻碍非正规就业拓展的六个障碍分别是下岗职工心理预期偏高；非正规就业主体缺乏就业优势；非正规就业资金扶持不力；非正规从业者的权益欠缺保障；非正规就业保障体系不完善；管理不正规，从业范围限制过严。借鉴非正规就业政府援助的国际经验，以及上海推进非正规就业劳动组织的经验，本文从一般非正规就业和非正规劳动组织就业两个层面探索性地提出推进无锡市非正规就业拓展的总体思路与基本对策。更多还原

【Abstract】 The informal employment is a kind of employment differs from the formal one. It is much flexible and is a supplementary for the formal employment, it helps much in lower down the city unemployment ratio and lessen poverty. The essay discusses the concept and theoretical origin of the informal employment, and then makes an analysis of the whole employment scale, connections between the formal employment and the informal one, and-forecasts the scale of the informal employment. By discussing the experience of the countries carrying out market economy, the essay analyses the problems occurred in the process of developing the informal employment in Wuxi, and probes into the reasons that may bring forth those problems. In the essay, the author considers the following five parts are the reasons that block the development of the informal employment: over expectation of the laid-off workers, the body of the informal employment’s lacking of employment advantages, insufficient fund support, not enough guarantee of the rights, and the incomplete system. By studying the international experience and that of Shanghai in the area, the author brings forward the strategic thought and countermeasure to develop the informal employment in Wuxi.更多还原
