区域人才综合竞争力指标体系的应用研究

【摘要】 人力资源是现代经济发展的战略资源,也是最重要的资源。人才是人力资源中最重要的组成部分,人才的数量和质量直接影响经济发展的速度与运营质量。因此,提高区域人才竞争力是区域经济发展的基本保证和基本战略。本文从政府管理与政府公共政策的角度,用经济学的理论与方法具体分析区域人才综合竞争力的形成与提高,进而为政府制定区域人才规划和区域人才发展政策提供具体指导。依据人才获取、人才保持和人才发展三个阶段在人才综合竞争力体系中的重要性,确定各自的权重系数,采用全局因子分析法,构建出人才综合竞争力评价指标体系。通过该评价指标体系的实际应用,发现地方政府在人才工作方面存在的问题,针对这些不足,本文提出了相关的对策和建议。

【Abstract】 Human Resource is a very important form of resource and plays a strategic role in the development of modern economy. Talented people are very integral part to human resource, the number and quality of which directly influences the speed and operation of economy. Hence, to improve the competitiveness of human resource is the guarantee and foundation for regional development of economy. This thesis starts from the aspect of government management and public policy-making, and gives a very detailed analysis for the regional human resource competitiveness on basis of economics. And these will further provide government with the necessary information for policy and regulation making. Referring to the three stages of obtaining, maintaining and developing of human resource, a comprehensive evaluation criterion with the careful consideration to all the aspects is suggested by the author. With application of the structure and comments, problems in human resource management could be well revealed in the government work, and correspondently, suggestions and advice are forwarded by the author.
