【摘要】 电子政务建设对加快政府职能转变，提高工作质量和效率，增强各级政务部门的管理能力、决策能力、应急处理能力和公共服务能力，促进社会监督、实施信息化带动工业化的发展战略具有十分重要的意义。 本论文的研究内容来源于济源市电子政务建设。在深入调查了济源市信息化建设现状、基础设施现状、软件应用技术情况现状的基础上，主要从网络平台建设、安全体系建设、软件平台建设、应用系统建设等方面进行了研究。 第一章介绍了电子政务建设的发展背景，济源市电子政务建设的现状和电子政务建设的总体目标及指导原则，提出了电子政务建设的总体框架。 第二章着重研究电子政务网络平台建设，在对济源市电子政务网络需求做了认真研究的基础上，设计了网络平台建设中采用光纤为主要传输介质、以IP为主要通讯协议的覆盖全市各部门的宽带IP网络构建市电子政务城域骨干网，提出了基于Internet的电子政务网络平台建设的设计方案。重点建设网络管理中心、数据中心和行政区的网络布线。在网络管理技术上采用MPLS VPN技术和VLAN技术实现在同一网络平台上各部门的横向互连及与纵向互连。 第三章设计了安全体系建设，把安全体系划分为物理层、网络层、系统层、应用层及管理层，并在每层制定了相应的安全策略。 第四章设计了软件平台建设，采用XML、数据元、电子公文等标准，基于J2EE、Web、工作流等技术，构建市电子政务的数据平台和应用支撑平台。 第五章设计了应用系统设计，根据济源市的应用需求，确定了政务办公系统、综合门户网站、行政审批等十一个应用项目；在具体实现过程中重点建设了政府门户网站——“济源之窗”，网站开设了走进济源、政务公开、网上办公、便民热线、政策法规、领导与网民对话等栏目，成为政府与公众联系的纽带，了解济源、宣传济源的窗口，市委、市政府领导定期在线与网民对话。 济源市电子政务工程正在快速建设和发展之中。目前，已经成为“全国信息化建设中西部调研基地”和“国家电子政务网络安全体系建设试点”双试点单位。更多还原

【Abstract】 The electronic government affairs construct to speed up the transform the government functions, improves the work quality and the efficiency, the enhancement all levels of government affairs department’s management ability, the decision power, the emergency handling ability and the public serviceability, the promotion society inspector generals, the implementation becoming an information based society impetus industrialization developmental strategy has the extremely vital significance.The present paper research content originates in the Jiyuan city electron government affairs constructs. In thoroughly investigated the Jiyuan city becoming an information based society construction present situation, the infrastructure present situation, in the software application technology situation present situation foundation, mainly from the network platform construction, the security system construction, software aspect and so on platform construction, application system construction has conducted the research.First chapter introduced the electronic government affairs construct the development background, the Jiyuan city electron government affairs construct the present situation and the electronic government affairs construct the general goals and the guiding principle, proposed the electronic government affairs construct overall frame.Second chapter studies the electronic .government affairs network platform construction emphatically, in has been used as in the earnest research basis to the Jiyuan city electron government affairs network demand, designed in the network platform construction to use the optical fiber for the main transmission medium, as the main communication agreement covers the whole city various departments take IP the wide band IP network to construct the city electron government affairs city territory backbone network, proposed based on the Internet electronic government affairs network platform construction design proposal.
