论体现科学发展观的公务员绩效考评体系构建

【摘要】 科学发展观是我们党在新世纪新阶段从党和国家发展的全局提出的重大战略思想和指导方针,是全面建设小康社会和推进社会主义现代化建设始终要坚持的重要指导思想,也是应对我国改革发展处在关键时期各种新挑战的强大思想武器。党的十六届四中全会指出,要抓紧制定体现科学发展观和正确政绩观要求的干部考核评价体系,力争用5到10年时间,建立起充满生机活力、法制体系完备的公务员制度。公务员考评体系建设意义重大、任重道远。 本文以此背景为论述基础,梳理了我国公务员绩效考评体系的现状及存在的主要问题,利用横向和纵向的视角,广泛吸收和借鉴公务员绩效考评的国际经验以及私营部门的最新理论与技术成果,在此基础上对完善我国公务员绩效考评体系进行了探索,最后以科学发展观为指导,从指导思想和基本原则、促进考评观念转变、建立科学合理的绩效考评指标体系、完善考评方法、规范考评程序、增强激励效果、创造良好的考评环境等七个方面提出了对策建议,最终整合成一个完整的构建体现科学发展观公务员绩效考评体系的改进方案。

【Abstract】 Scientific development concept is the important strategic thinking and guidelines, which our party has put forward from the whole situation of our party and nation’s development in this new stage of this new century. It is the important guiding thought that we should always keep up with in developing a comfortably-off society and promoting the socialist modernization, and as well as the powerful ideological weapon that we use to meet various new challenges existing in the key period of our reform and development. It’s pointed out in the fourth plenary session meeting of the sixteenth conference of our party, that we should make the best of our time to set up a system to check on and asses the cadres, which reflects what is demanded by an scientific development concept and a correct view of achievements in the official career; We should endeavor to set up an energetic civil servants system with a complete legal system in 5 to 10 year’s time; We should still have a long way to go in developing the system to check on and to assess civil servants, which is so significant.This article is just based on this setting or situation, and has described the status quo in our nation of the system of performance appraisal of the civil servants and its problems as well. After absorbing and drawing a lot from international experiences in this aspect and the up-to-date theories and technological achievements in private departments, it explores our nation’s system, from horizontal and vertical angles respectively, and then, with the scientific development concept as guidance put forward consequent solutions or proposals in seven aspects, that is guiding thought and basic principles, promoting the transference of the outlook, setting up scientific and reasonable performance appraisal system indicators, perfecting the methods, making the process standard, creating good environment and strengthening the encouragement effects etc. And it finally formulates a complete improvement plan for constructing a system of performance appraisal of civil servants reflecting the scientific development concept.
