【摘要】 社会保障既是工业化的产物,也是市场经济发展到一定阶段的必然要求,是一项为社会成员提供基本生活保障的社会制度。社会保障制度的实施增强了社会成员抵御各种风险的能力,保障了人们的正常生活和发展,对维护整个社会的稳定起了极其重要的作用。随着经济的发展与城市化进程的加快,失地农民在失去了土地这一最基本的生产资料与收入来源之后,生产生活方式发生了急剧变化,而极易陷入各种困境。因此,将失地农民纳入到社会保障体系中去是必要的,对失地农民的社会保障问题的探讨也是具有重要意义的。在这种情况下,笔者立足于我国社会保障社会化的大背景,通过考察现阶段我国失地农民社会保障现状尤其是失地农民参与社会保障的情况,指出现阶段失地农民在其社会保障中主体参与性发挥不足,这是制约失地农民社会保障效果的重要因素。失地农民主体参与性的发挥对于实现失地农民社会保障效果,以及切实保障失地农民的基本生活有着重要意义。更多还原

【Abstract】 Social security system is an outcome of industrialization and market, and has been accepted by many countries to protect their citizens. In the recent time and the market economy, social security plays an important part in the protection of social members’basic life and the development of the whole society. That is to say, social security is important for the whole society and the members.Social security system is developing gradually in company with the development of economy and the whole society. Once the People’s Republic of China was built, in planned economy, the social security system our country built was a kind of“nation security”, which was implemented by government only. However, as the reform and opening-up and the establishment of market economy, social security system has to be reformed too, that is“the socialization of social security”. Because of the maladjustment between the market economy and the social security, our government enact the aim to exercise the socialization of social security.On one hand, the socialization of security ask the government not take of duty on the whole social security, however, the society and the members need to show participation in their social security. It can ease government’s fatigue and create an effective social security. On the other hand, with the rapid developing of urbanization, more and more losing-land peasants appear. Once their lands are taken over, the peasants will face the uncertain life. Their characters have beginning changed to citizens and they need to own their social security like citizens. In the recent time, most of the losing-land peasants can’t adapt the change of their lives and fall in trouble sometimes. So, it must join the losing-land更多还原
