长春市地表水环境容量核定研究初探

【摘要】 地表水环境容量测算工作对于环境保护管理工作来说具有十分重要的意义,国家今后将以环境容量为基础,出台各项新的污染防治管理制度。长春市地表水环境容量的测算结果,对长春市的下一步经济发展具有至关重要的影响,因此要求测算及核定的环境容量,一定要符合长春市的实际情况,如果核定的环境容量过大,在经济发展的同时,会造成环境质量的恶化;环境容量过小,就会限制经济的发展并增加治理成本。本论文从环境容量利用与管理角度出发,在科学评价长春市水环境质量现状的基础上,根据水环境功能区的水质目标,建立污染源-水环境质量的输入响应关系,分析从水环境功能区到流域的水环境容量利用、保护和配置情况,确定各水环境功能区的环境容量,为管理提供科学基础和技术平台,为制定长春市水环境保护各专业规划提供一定的参考依据。

【Abstract】 The measurement of environmental capacity of surface water isof great significance to the environmental protection andmanagement.New national pollution prevention and managementregulations will be based on the environmental capacity in the future.Measurement results of environmental capacity of surface water inChangchun City will have a crucial impact on the next step of economicdevelopment in Changchun City, therefore environmental capacity tobe measured and check against must be consistent with the actualsituation in Changchun. If measured too large, it would cause thedeterioration of environmental quality in the course of the economicdevelopment. Otherwise, it would limit economic development andincrease treatment costs. The paper from the perspective of environmental management andcapacity utilization, based on the scientific assessment of thestatus quo of the water quality in Changchun City and water qualityobjectives of the water environment functional area, established therelationship about pollution source-water environmentalquality,and analysed utilization,protection and distribution of thewater environmental capacity from the water environmental functionarea to water the basin. The paper identified the environmentalcapacity of the water environment, provided scientific basis andtechnical support for the environmental management and a certainframe of reference for water protective speciality programming inChangchun City.
