基于WebGIS的卫星观测计划编制系统

【摘要】 卫星观测计划编制系统是航天对地观测任务中联接用户与任务的一个关键环节,它的主要任务是根据卫星及有效载荷的状态、地面接收站的状态、轨道动力学软件系统计算的轨道预报结果等各种计划信息,协助用户编制合理可行的计划申请。传统的计划系统与任务结合太过紧密,缺乏灵活性,计划的申请过程比较复杂。随着航天技术的发展,对地观测技术向着高精度、全天候的方向发展,具有多卫星、多遥感器、多用户、多接收站、多数据传输等特点,这对计划系统提出了更高的要求。为了满足对地观测任务的发展需要,简化用户制定观测计划的步骤,提高用户对信息的共享与分析能力,本文提出了一种基于WebGIS的卫星观测计划编制系统,就WebGIS在航天对地观测计划申请系统中的应用进行了探讨。本文围绕WebGIS与计划系统的特点,分析了基于WebGIS的卫星观测计划编制系统的结构,给出了设计方案。结合具体的实现过程,讲述了利用WebGIS绘制卫星星下点、遥感器观测区域的方法和利用WebGIS进行计划信息分析的方法。最后,本文对实现过程中出现的问题进行了分析,给出了适合的解决方案,并提出了今后的发展设想。基于WebGIS的卫星观测计划编制系统利用计算机网络技术和GIS技术,从用户的角度出发提出了一种新的计划编制系统,它利用直观的图形化信息表达方式使航天对地观测计划申请系统具有面向用户的特点。与传统的计划系统相比,新系统能够使信息的表达更直观和全面,能够提高计划的编制申请效率,减轻工作人员负担,满足多用户的计划申请需要。

【Abstract】 Planning system is a crucial part which contacts planners with mission tasks inEarth-Observation missions. Its’ major tasks is to assist planners by applying feasibleand reasonable planning in condition of various planning information, such as thestatus of satellite and payloads, signals’ receiving condition of ground station, and thesatellites sub-track forecast information.The traditional planning system concerns with the mission too much that it lacksagility, and the whole planning progress is too complex for planners to use. With thedevelopment of the spaceflight technology, earth-observation system tend to be ahigher-precision and all-weather status with characters of multi-satellites,multi-observators, multi-planners, multi-stations, and multi-data transmitiosn ways.This trend brings forward a strict request to planning system. In order to satisfy therequests of the earth-ovservation development, simplify the steps of planning and toenhance the ability of information analyzing for users, this paper introduced aplanning system based on WebGIS, mainly discussed the application of WebGIS inplanning system in earth-observation. The framework and design scheme is given inthe paper Surrounded with the characters of WebGIS and planning system, and themethod of creating satellite sub-track features, creating observators’ scanning regionsand information analyze by WebGIS are also given in the paper combined with theimplementation. Finally, the problems encountered in the system are introduced, andsolving schemes are given.The WebGIS based planning system provides many advantages to the planningsystem by using of Web and GIS technology. It changed the unhandy work modes oftraditional planning system, and the intuitionist graphic expression ways makes thenew system planner-oriented characterized. Compared with the traditional system, thenew system makes the information expressed in a straight way, it enhanced theplanning’s efficiency, released the work load and satisfy the planners needs in manyways.
