【摘要】 本文从考试安全的理论探讨入手，就考试安全的内涵及特性、考试安全的主要内容及影响因素、考试安全运行的机制与条件进行了分析和论证，并以普通高校入学考试的安全问题为研究范畴，对我国普通高校入学考试现存的主要安全问题及其成因进行了分析，根据本文有关考试安全的理论认识，提出了维护普通高校入学考试安全的对策与措施，形成如下主要观点：考试安全，是指考试作为一种实体性存在，它的运行既没有外部的威胁和侵害又没有内部的失序和隐患。相对性、整体性、动态性、功利性、不确定性是考试安全的基本特性。考试安全的构成内容取决于考试活动所涉及的相关因素，影响考试安全的主要因素包括政治、文化、经济、管理和技术等社会因素以及气候条件、地理位置、自然灾害等自然因素。据此，本文将考试安全内容分为考试政策安全、考试环境安全、考试管理安全、考试技术安全、考试信息安全五个方面。考试安全运行，既要具备良好的制度保障、综合协调和监督约束机制，还需要适宜的运行环境和条件。目前普通高校入学考试安全存在的主要问题可概括为：环境恶化，矛盾显化；考风不正，考纪不严；考试作弊猖獗；突发性安全事件增多。造成这些问题的主要原因在于：利益竞争的重压，不良社会风气的侵蚀，法规建设的滞后，管理体制的束缚，以及考试安全理论研究的忽略。针对现存问题，要维护我国普通高校入学考试的安全，关键在于：坚持依法治考，实行德法并举；健全考试管制体制，增强安全预警和应急处置能力；建立考试工作人员资格制度，提高办考队伍职业素质水平；优化考试安全运行环境，加强考风考纪建设；加强考试安全理论研究，革新考试安全技术手段。更多还原

【Abstract】 Beginning with the discussion of the exam security theory, this paper first analyzes and reasons the connotation and characteristics of the exam security, the main content of the exam security and the factors working on the exam security ,and the system and conditions under which the exam security runs, next employs as the research object the security problems with the Higher Education Enrolment Exam(HEE Exam), analyzing these main problems themselves and the factors causing these problems, and then according to the theory that this research produced puts forward the measures that maintaining the security of HEE Exam. The main views are as follows:The exam security means that an exam as an entity, without external threats and infraction or internal disorder and latent bane, can run in a normal and orderly way to ensure the proper exertion of its functions. The basic characteristics of the exam security are relativity, integration, dynamics, utility and order. The content of the exam security depends on the relative factors concerning the exam activities, and the factors affecting the exam includes those existing in the segments of society such as politics, culture, economics, management and technology as well as those existing in the segments of nature such as climate condition, exam places and natural disasters. Therefore this paper identifies the exam security as five categories: the exam policy security, the exam circumstances security, the exam administration security, the exam technology security, and the exam information security. For the secure running of an exam, the good system ensurance, the integrated coordination and supervision system as well as proper conditions for running an exam are necessities.The security problems with the nowadays HEE Exam inclusively are: a worsening circumstances and a sharp security contradiction; a deteriorating exam phenomenon and loosening exam disciplines; the defiant cheating; the increasing unpredicted exam security incidents. These problems mentioned instantly above owe mainly to the fierce competence for the interest, the badness outside schools, the lagging-behind construction of laws and regulations, and the fettering of the administration system and the ignorance of the researching of the exam security theories.According to the analysis of the problems with and causes of the exam security, to maintain the security of HEE Exam, the following should be at the top of the agenda: to persist in administrating the exam by law while not ignoring the function of moral education; to improve the security precaution ability and the ability to settle the unpredicted incidents by completing the exam administration system; to improve the professional quality of the exam work staff by set up qualifying system; to strengthen the construction of the exam phenomenon and disciplines by optimizing the exam circumstances; to innovate the exam security technology by studying the exam security theories further.更多还原
