【摘要】 存货采购是连结供应环节与生产环节的桥梁和纽带。高效的采购运作可以降低企业的存货采购成本、提高产品的品质,在构筑核心竞争能力方面具有举足轻重的作用。 对于军工科研单位而言,存货采购环节恰恰是其最薄弱的环节,本文作为《中国电子科技集团第X研究所会计核算系统设计》课题的后续研究部分,在对省内几家知名军工科研单位进行大量的实地调研的基础上,首先总结了军工科研单位存货采购现状,并对军工科研单位实施供应链管理模式下存货采购必要性进行深入剖析,随后本文着重对军工科研单位的供应商选择评价、采购流程运作方面进行了剖析,一方面构建了供应链管理模式下军工科研单位战略合作伙伴关系型供应商的指标评价体系,并且在分析对比了现有的评价方法后,重点介绍了模糊层次分析模型及其应用评价过程;另一方面,将供应链管理模式下信息化的存货采购、战略合作伙伴型的存货采购的思想应用到军工科研单位的存货采购流程的优化中,提出存货采购流程内外优化设计。本文最后以中国电子科技集团第X所为实例,通过实证分析,试图为军工科研单位加强存货采购管理、降低产品成本、提高经济效益有所帮助。更多还原

【Abstract】 Stocking can bridge the section of providing and producing. High efficiency of stocking can bring down the stocking costs, develop the products’ quality and hold the balance in the ability of building the central competition.As for War industry research institute, stocking is the most fragile part. Basing on the large amount practical survey on several famous War industry research institutes in our province, this paper, as the extending research of the project 《The Design of the Accounting Auditing System of the CETC’s Research Institution》, firstly analyses the present stocking situation of the military research department and points out the necessity of taking stocking under the supply chain management model. After that this paper emphasizes some aspects such as the evaluation of choosing provider and the operation of stocking. Partly, it builds up a evaluation of the guideline system of the provider with a tactic and cooperation relationship of War industry research institute under the supplying-chain- management model. After the analysis and comparison of the present evaluating methods, this paper emphasizes the appraisal model of fuzzy Analytic Hierarehy Process and its application process. Partly, this paper transfers the idea of stocking which is to stock informationally under the supplying-chain-management model and with the idea of using relationship of tactic and cooperation into the optimization of the stocking process of the War industry research institute, developing a inside and outside stocking procurement process optimization. At last, this paper includes the example of the CETC’s Xth research institution, which is used to help enforcing the management of stocking, reducing the costs of stocking and increasing the economy efficiency through the practical analysis.更多还原
