【摘要】 高速公路是一项重要的基础设施。民间资本投资浙江省高速公路领域是件利国利民的好事,不仅充分发挥了浙江省民间资本的优势,加快了浙江省基础设施的建设步伐,促进经济的腾飞,更解决了庞大民间资本的出路,减少了由于资本投资不当带来的负面影响。 本文首先对国内外的高速公路投融资活动做了综述,总结国内外高速公路项目投融资的经验教训以及对于浙江省的启示。从宏观层面上重点探讨了目前影响民间资本投融资浙江省高速公路领域的障碍因素,在调查分析的基础上就这些障碍提出了相应的政策建议。 其次本文进行了民间资本进入浙江省高速公路领域的机制分析,推荐了两种符合实际的投融资模式,从理论和实证两方面做具体分析。 接着通过综合运用几种决策方法,从指标体系的确立到模型的构建,提出了一种切实可行的定量、直观的浙江省高速公路项目融资效果评价方法。 最后本文理论联系实际,对当前杭州湾跨海大桥的融资模式进行分析,总结了大桥融资模式的经验,对项目融资效果做了评价和优化,给出了项目建议,分析了具体运作中出现的民企撤资现象。更多还原

【Abstract】 Expressway is an important infrastructure. The investment of civilian capital in expressway construction in Zhejiang province is favorable for both country and people, which not only takes full advantage of civilian capital, accelerates the progress of urban construction and economics in Zhejiang province, but also extends application of enormous civilian capital, and reduces negative effect by inappropriate investment.At first, this paper depicts the investment and financing in domestic or oversea expressway construction, and summarizes the experience in this kind of investment. After emphasizing the obstacles which influence investment and financing of civilian capital in expressway macroscopically, suggestions for these obstacles are given on the basis of survey.Secondly, analyzing the investment mode of civilian capital in area of expressway construction in Zhejiang province, this paper recommends two kinds of actual investment and financing modes, with the explanation in theory and demonstration.Then by synthesizing three decision-making methods, this paper establishes an feasible quantificational and visual evaluation system, which is used to evaluate financing effect of expressway projects in Zhejiang province.Finally with theory application, this paper analyse the financing mode of Hangzhou Bay Bridge, summarize experience, evaluate financing effect, and bring out some proposals. Meanwhile, the phenomena that private corporation withdraws capital in the course of practice is analysed.更多还原
