【摘要】 地理信息系统(GIS)是信息技术(IT)的一个重要组成部分,在信息社会中占有越来越重要的位置。组件式GIS(ComGIS)是基于组件开发技术的新一代GIS,是解决传统GIS所面临问题的全新技术体系。土地利用总体规划管理现代化是土地管理现代化的一重要方面。应用地理信息系统辅助完成土地利用总体规划的制定与管理,能够实现办公电子化与信息化,为科学管理提供及时、准确的依据,从而提高土地管理的水平。本文基于组件式GIS,设计开发了一个县级土地利用总体规划管理信息系统。 文中首先介绍了土地利用总体规划的基本概念、基本内容与任务,以及目前规划管理中所存在的问题,进而阐述了建立土地利用总体规划管理信息系统的必要性、系统的优越性,以及建立系统的可行性。 其次对系统进行了总体设计,设计实现了系统目标、系统模块结构以及系统功能等;文章还在总结前人经验的基础上,详细设计了土地利用信息图文一体化的表达形式、符合土地利用总体规划管理工作事务的空间-属性数据库,并简单阐述了系统模型库的设计思路。 最后运用通用开发语言Visual Basic、大型关系数据库Visual FoxPro及组件式GIS工具软件Maplnfo MapX集成二次开发出的县级土地利用总体规划管理信息系统,文中重点讨论了系统数据库子系统模块及土地利用结构优化的实现。更多还原

【Abstract】 As a most important component of Information Technology (IT), Geographic Information System (GIS) occupies a more and more important position in the information-intensive society. The Component Object Model GIS (ComGIS) is a new generation of GIS on the basis of the Component technology. The modernization of land use overall planning is an important respect of the modernization of land management. The constitute and management of land use overall planning by GIS can realize the handle of official business’ electronication and informationization, offer the prompt and accurate evidence for the scientific management, and improve the level of land management. In this paper, methods of ComGIS are studied and a management information system of the land use overall planning for County is developed.It is analyzed that the basic conception, primary content, task of the land using overall planning, and the questions existing in the current land use planning management. Thereby, the necessity, superiority and feasibility of the management information system are included.Next, the overall system is provided. The paper puts forward the system’s goal, design principle, module structure, system functions and so on. On the forefather’s experience, in the system the integration of picture and text can also be realized, the database of space-attribute according with the practice of land management can be designed, and the designing methods of the system’s models are provided.Finally, the system programmed by Visual Basic, Visual FoxPro and ComGIS tool-MapInfo MapX is designed.
