延安供电局电网改造项目中的几个问题研究

【摘要】 中国经济的高速发展产生了对电力的巨大需求,原来陈旧的电网设施已经不能满足需要。为了建立安全可靠的供电网络,以保证我国经济持续健康发展,我国政府加大力度进行了电网改造工程建设。长期以来,电网改造项目管理不规范,具体表现在:首先,许多管理人员只注重项目的实施过程管理,却往往轻视或忽略项目的前期和后期管理(即项目的可行性研究、项目评价及项目的科学决策与后评估);其次,现行的项目投资分析与决策理论与方法,没有充分考虑到项目分阶段投资灵活性的价值,也没有考虑到项目决策过程中的综合群体决策行为及其所产生的诸多问题:最后,项目招标管理中,常常缺乏规范性与系统性,使招标过程流于形式。 本文就是以延安供电局电网改造项目为背景,针对项目管理的实践中所产生的上述问题而进行研究的。首先,应用传统的“增量有无法”对项目进行科学的评估,并采用实物期权方法评价项目的灵活性价值。其次,对延安供电局电网改造项目群体决策问题进行了深入分析,给出了适合其群体决策的方法和投票方式,提出了群体思维问题的防范建议以及多目标群体决策的方法。再次,对延安电网改造项目原来基本上不做后评估工作的问题提出了电网改造项目的后评估工作的评估条件和方法。最后,本文还对延安供电局电网改造项目招标工作进行了分析,研究了电网改造项目招标的博弈机理和招标模型,在此基础上给出了电网改造项目的招标方式,设计出了适合延安供电局电网改造项目招标系统。本文的研究成果,不仅对延安供电局未来项目管理工作具有参考价值,而且对其他供电局相关的项目管理工作也具有较高的参考价值。

【Abstract】 The rapid development of China makes great needs of electric power, so it is indispensable to build efficient electric projects in order to ensure sufficient power supply. But for a long time, the management activity on electric network transformation projects is not normal. During the project investment analysis neither the value of flexibility nor the problems coining from group decision-making has been taken into account. More over, during the invite tenders, owning to the absence of criterion, the invite tenders frequently become formalism.Based on the great quantity of collected datum, this paper makes a research on the problems arising from the electric investment project management. First, we use traditional methods to analyze the value of the project, and then we use real option to analyze the flexibility value of the project. Second, we analyze the group decision-making of the company and make some advice on it. Third, we analyze the post-valuation of the project. Finally, we analyze the invite tenders of the project and make some suggestions on how to improve it. The proposal is tactfully implemented by means of analyzing aforesaid problems and the thinking are given to adjust the developing further. The results of this paper are also able to possess specified reference value to other power supply companies.
