资源型产业集群成长模式的研究

【摘要】 本文从产业集群的概念和理论出发,对产业集群的理论发展进行的深入的研究,从“钻石体系”、全球价值链模型等方面分析了产业集群成长的理论,研究了我国目前在产业集群研究方面取得的成果。进而从自然资源的概念、分类入手,探讨了资源型产业的定位,提出了资源型产业集群——基于自然资源而成长的产业集群的概念,将资源型产业从传统意义上的矿产资源产业,扩展到包括矿产资源、农、牧业资源(如乳品资源、羊绒资源等)在内的产业领域。而基于这些资源,均有可能产生资源型产业集群。 对于资源型产业集群的发展,本文讨论了资源型产业的地域集聚的特征、资源型产业集群与地区经济发展等问题。从资源供给要素、市场需求因素、相关产业支持、企业战略、结构与竞争、产业机会、政府作用等方面,研究了基于“钻石体系”的资源型产业集群的成长问题;从全球价值链中的资源型产业集群、资源型产业集群的价值链构成、资源型产业集群中的企业价值链等方面,研究了基于全球价值链的资源型产业集群的成长模式;从基于灵活专业化和集体效率方面,研究资源型产业集群的成长;分析资源型产业集群与环境资源的可持续发展问题;并以包头稀土产业为例对资源型产业集群成长的典型分析。 最后,在上述分析的基础上得到基于自然资源能够形成资源型产业集群,其成长应该将研究的视野置于全球价值链中,以多种因素共同分析资源型产业集群的成长,并提出基于资源的特点考虑产业集群的发展;在资源型产业的全球价值链上寻找集群成长的突破口;充分考虑所谓“钻石体系”的四个要素以及机会、政府等方面在产业集群成长中的作用;考虑技术因素和资金因素是资源型产业集群成长的关键因素,从技术创新和资本支持等方面推进资源型产业集群成长的建议和措施。更多还原

【Abstract】 The article makes a deep analysis of theory of the industrial cluster from the aspect of the concept and theory of industrial cluster and makes an analysis of the theory of growth of the industrial cluster and studies on the achievements scored currently in the researches into the industrial cluster from the side of "diamond system" and the mode of the global value chain. Then the article probes into the fixed position of the resource-oriented industry from the angle of the concept and classification of natural resources and put forward the concept of resource-oriented industrial cluster based on the growth of natural resources, expanding resource-oriented industry from the mineral resource-oriented industry in the traditional meaning to the industries including mineral resources, agricultural and animal husbandry resources( the diary resources and cashmere resources), based on the fact that all these resources can generate resource-oriented industrial cluster.On the development of resource-oriented industry in quantity, the article discusses the characteristics of resource-oriented industry gathering in the same regions and the issue of development of resource-oriented industrial cluster and regional economy, does the research on the growth of resource-oriented industrial cluster based on the diamond system from the aspect of resource supply factors, market demand factors, the support of relative industry, enterprise strategy, the structure and competition, industry opportunity and the function of government, inquires into the growth style of resource-oriented industry based on the global value chain from the angle of resource-oriented industrial cluster in the global value chain, the forming of value chain of resource-oriented industrial cluster and enterprise value chain of resource-oriented industrial cluster, discusses the growth of resource-oriented industrial cluster from the angle of flexibility specialization and collective efficiency, makes an analysis of sustainable development of resource-oriented industrial cluster and environment resources, taking the rare-earth industry of Baotou as an example.Finally based on above-mentioned analysis I get the fact that natural resources can create the resource-oriented industrial cluster, and that the research realm should be extended into the global value chain, make an analysis of growth of resource-oriented industrial cluster using many factors and raise the problem of development of resource-oriented industrial cluster according to the characteristics of resources, looking for the breakthrough point of enterprises cluster among global value chain of resource-oriented industry, taking into full consideration the fact that technological factors and fund factors are the key factors for the growth of resource-oriented industrial cluster and giving suggestions and measures for the growth of resource-oriented industrial cluster from the aspect of technological innovation and capital support.更多还原
