中国航空油料总公司发展战略研究

【摘要】 随着我国民航体制改革的不断深入发展,尤其按照WTO的有关规定,我国在未来几年里逐步放开航油供应市场已指日可待,届时中国航油企业的生存和发展将面临严峻挑战。我国在加入世贸组织使对石油石化行业的承诺包括对民航航油销售业的承诺主要包括三个方面:关税的减让;取消非关税壁垒:给予外国公司贸易权和分销权。 中国航空油料总公司(简称中航油),作为国内唯一一家航空油品采运供销的企业,在国内航空油品销售市场上处于绝对垄断地位。随着市场化进程的加快和民航体制改革的不断深入,中国航空油料总公司将面临着更多的机遇和挑战,航油市场的持续增长会给予中国航空油料总公司更多机会,而航油市场的开放,新竞争者的加入也将导致中国航空油料总公司所处的航油市场从垄断时代走入竞争时代,竞争者将逐步加入,中国航空油料总公司的市场份额将逐步降低。在未来激烈的航油供应市场中,如何确定自己未来的发展方向,培育自身的核心竞争力,以图在市场竞争占得先机,是摆在中国航空油料总公司面前急待解决的重要问题。 本文通过对中国航空油料总公司内外部竞争环境的分析及对公司发展中关键问题的诊断,提出了企业的竞争战略,同时为配合发展战略的有效实施,提高企业的综合管理水平,应建立相应的组织系统、流程设计、管理制度、绩效考核、薪酬激励、计划预算等配套的职能战略,最后,本文提出了公司近五年的战略实施计划及战略实施的风险。

【Abstract】 With the deepening and development of the civil aviation system reform, especially according to certain regulation, the aviation oil supply market will be opened gradually, at that time the Chinese aviation oil companies will face serious challenges. When China became a member of WTO, three elements had been promises in terms of the aviation oil sales, that includes the decrease of tariff, the avoidance of non-tariff hinders; and granting foreign companies trade and distribution rights.China aviation oil supply company, as the only buying company of aviation oil in China, has owned the absolute monopoly in the Chinese market. With the speeding of the market development and the deepening of aviation system reform, this company will face more opportunities and challenges, in one hand, the enlarging market will offer more opportunities, but the opening of the market and new competitors will make it move from monopoly to competition time, its market share will decrease gradually. In the future competitive market, how to determine its development direction, cultivate its core competitive advantage, catch the preemptive opportunities will be the problems facing it.This paper will focus on the internal and external environment of china aviation oil supply company and its key and its key problems, point out the strategy of development, and the supporting measures, that includes butter the comprehensive management; setting up corresponding organization system, operation design, management rules,performance evaluation, motivation and planning, ect. At the end of the paper, the strategic plan and its risk in the future five years is presented.
