【摘要】 安全评价是提高企业安全管理水平和事故预防技术的有效措施,是一个涉及面广而复杂的系统工程。在企业生产过程中,要实现系统安全的目标,做好企业的安全管理工作,安全评价成为现代安全生产的重要环节,在安全管理的现代化、科学化中起到积极的推动作用。 本论文主要采用了理论分析和计算机实现相结合的方法,研究的主要内容包括安全监察管理网络、企业安全动态评价、安全动态预测及应用软件系统等。通过资料综述和现场调查,分析了目前企业系统安全评价应亟待解决的问题,建立了企业安全动态评价系统模型,该模型是企业安全评价方法、安全预测与计算机技术的组合。在综合比较各种安全评价方法的基础上,提出了适合石化企业应用的安全评价方法——多层次综合评价法。根据石化企业现场生产的特点,确定了安全动态评价的指标、指标的权重、指标的量化(德尔斐)法。根据确立的评价模型,建立可靠的安全状态预测模型——基于人工神经网络BP算法的预测模型。根据上述内容,开发出基于网络和Oracle、Delphi语言的面向对象的企业安全动态评价系统,其后台操作系统为Windows 2000 Server、数据库为Oracle 8i和Delphi 6。 通过模拟应用,表明该系统具有较强的实用性、可靠性和可操作性,具有较大的应用推广价值。更多还原

【Abstract】 Safety assessment is an effective measure improving the level of industrial safety management, the efficient measure of technology of accident defends, and the systems engineering involving things are extensive and complicated. Safety assessment has already become the important link of safety in modern production, has played a positive role in the modernization and scientification in the safety management.By the way of the combination of safety theory analysis and realization of computer, the article is carried out. The main contents of the paper consist of safety supervision management network, safety dynamic assessment system and so on. Based on the present data and field investigation, some problems about safety assessment in present petroleum-chemical industry are analyzed and the model of industrial dynamic safety assessment system is put forward. The model is the combination of methods of safety assessment, safety forecasting and computer technology. Analyzing kinds of safety assessment method synthetically, Multi-layer comprehensive assessment method is used as the suitable method for safety assessment. According to the characteristic of petroleum-chemical enterprise, the index of safety dynamic assessment and its determinate standard, weight, quantification are established. On a foundation of established model, the forecasting model based BP algorithm of artificial neural network is built up as the reliable safety state forecasting mathematical model. Finally, in the light of above process, enterprise safety dynamic assessment system based on network, Oracle language and Delphi language is well developed and it adopts Windows 2000 Server as its offstage operating system, adopts Oracle 8i and Delphi 6 to compile data base.It proved that the system has better practicability, reliability and operability and the favorable results are achieved and it has better application value.更多还原
