【摘要】 城市化是社会经济发展的必然趋势。随着农业生产力水平的提高和工业化进程的加快,我国推进城镇化的条件已渐成熟,中国的城市化进程将进一步加快。正确处理城市化进程中城市民族关系问题,构建和谐的社会主义城市民族关系,是党和国家在社会主义现代化建设中民族工作重要组成部分。本文以呼和浩特市为例,分析新世纪以来城市化进程中的城市民族关系。本文包括三个方面的内容:1. 作者对前人的归纳和总结进行梳理的基础上,分析城市化对城市民族和民族关系带来的影响和作用。2. 呼和浩特市在处理民族关系上所取得的成就和经验。3. 呼和浩特市民族关系面临的形势及其对策。分析和研究新世纪以来内蒙古自治区首府呼和浩特市的城市民族关系,到目前为止,本文可能是首次。在文中,作者寻根溯源,对城市少数民族成员内心世界进行剖析,提出其对城市生活的心理不适应问题。还关注一个“弱势群体”——呼和浩特市的蒙古族农民工。由此引发的问题应该引起全社会深思和重视。作者建议:建立健全呼和浩特市城市工作法律法规体系,如制定符合本市情况的《城市民族工作条例》、《散居少数民族权益保障条例》等;认真做好外来少数民族流动人口的管理工作,提出管理和服务并重的原则;建立“呼和浩特市民族工作信息网”和“呼和浩特市民族宗教网”;搞好民族工作机构建设和民族干部培养,呼吁城市民族工作者加强同民族理论研究者的交流和沟通;建立畅通的、公开的反映渠道,使相关领导和干部及时了解民情、民意;通过社区做好少数民族的管理和服务工作,开展争创“民族团结示范社区”、“民族团结楼院”、“民族团结单元”和“民族团结户”的竞赛评比活动;更多还原

【Abstract】 Urbanization is the essential tendency of social and economic development. With the improvement of agricultural productivity and the quickening of industrialization, the opportunity of our country propelling urbanization is maturing. The course of China’s urbanization will quicken further. Handling correctly the urban ethnic relations in the course of urbanization and forming the harmonious social relations of urban ethnic groups is one important part of the party’s and nation’s ethnic work in social modernization. As viewed from Hohhot mainly, this paper analyses the urban ethnic relations in the course of urbanization since the beginning of the new century. This paper contains three aspects. 1. After trimming the existing generalization and conclusion, the author points out the effects of urbanization on urban ethnic groups and ethnic relations. 2.The achievement and experience obtained in handling Hohhot’s ethnic relations. 3. Current status of Hohhot’s ethnic relations and corresponding measures. So far, the paper is probably the first to analyze and study the urban ethnic relations of Hohhot, the capital of Inner Mongolia Autonomous Region in the Western Part. In the paper, the author inquires deeply into the internal heart of urban minorities and puts forward the problem that they can’t adapt themselves to the urban life in psychology. The author is concerned about “a weak group in power”------the Meng nationality workers from rural places in Hohhot. This should be paid attention to and reflected by the whole society. The author suggests to build and perfect the ordinance system about urban work, for example, to enact 《Regularities of urban ethnic work 》、《Regularities of rights guarantee of the minorities living dispersedly》according to the situation of Hohhot. The author suggests managing the urban ethnic floating population well and puts forward the principle that administration and service is the same important. The author advises to set up “Hohhot’s ethnic work information network”and “Hohhot’s ethnic and religion network”. The author suggests to construct the ethnic work institute and cultivate ethnic cadres seriously and appeals that urban ethnic workers should enhance communication with researcher of ethnic theory. The author suggests to build an open and expedite channel to let leaders know people’s status and advice. The author suggests to manage and serve the minorities trough communities, and to compete for “the excellent community of ethnic comity”“the yard of ethnic comity”“the unit of ethnic comity”and “the family of ethnic comity”. The author suggests attaching importance to and handling the problems of the Meng nationality multitude and the Hui nationality multitude. Especially, the author points out that the minorities should correctly understand the relation between country’help and ethnic development. They mustn’t go out of the way to make troubles because the country supports them. They can’t exaggerate “ethnic problems”since the ethnic problems are sensitive. The characteristics of the ethnic minorities in the whole autonomous region and the status of urban ethnic minorities converges on Hohhot , which was the first capital of autonomous regions in China. Studying the urban ethnic relations of Hohhot is a great reference to cities in other autonomous regions and ones even all over the country when handling urban ethnic relations.更多还原
