安全评价信息系统设计与开发

【摘要】 随着我国经济的迅速发展,安全生产的问题在国民经济中的地位越来越重要,安全评价工作正在各个行业开展,特别是危险行业如矿山、交通、建筑和化工等行业,开展安全评价工作势在必行。所以,安全预评价、安全现状综合评价、安全专项评价和安全验收评价在建筑、矿山等高危行业得到广泛的应用。通过开展安全评价,查找、分析和预测工程、系统中存在的危险、有害因素及可能导致的危险、危害后果和程度,提出合理可行的安全对策措施,指导危险源监控和事故预防,以达到最低事故率、最少损失和最优的安全投资效益。开展安全评价能够促进实现本质安全化生产、实现全过程安全控制、能够建立系统安全的最优方案并为决策者提供依据、能够为实现安全技术与安全管理的标准化和科学化创造条件。所以,安全评价是确定危险源、危害后果和程度的基础,开展安全评价对于企业以及其他组织非常重要。开发安全评价应用软件,通过对常用评价方法的参数选取的复杂过程进行设计,实现简单易用、界面良好的参数选定功能,用户能在软件的指导下,轻易的确定各项评价所需参数,大大简化安全评价过程,避免了因人为取值偏差、计算错误等外在因素所导致的安全评价结果的系统偏差。系统能快速、准确、高效的对所评价项目需要的各项评价指标进行计算分析,并自动生成完整的评价报表。所以,本系统按照安全评价与编程工具相结合的原则、安全评价与信息管理一体化的原则、系统的吸引力和知识性相结合原则以及系统操作的方便灵活与快捷的原则进行开发。系统中共包括:预先危险性分析方法、故障类型及影响分析、道化学公司火灾、爆炸危险指数评价法、ICI 蒙德法、作业条件危险性评价法、化工厂危险程度分级六种评价方法,并且基本实现评价、查询、统计、系统扩充、档案维护、检索、输出和帮助功能。通过应用此评价方法软件,将评价中收集的各种信息存储在电脑中,提高工作效率,从而更好更科学地指导安全生产,进行安全决策,增强企业 OHSMS 和 HSE 管理体系运行质量,全面提升评价水平和安全管理水平。更多还原

【Abstract】 Along with the quick development of our country economic, the problem of the safetyproduction is more and more important in the position of the national economy, safetyassessment is being applied to the each profession, especially dangerous profession,such asthe mine, transportation, building , chemical engineering,etc. it is especially necessary toimplement safety assessment in these profession.So, the safety pre-assessment, safetycomprehensive assessment to present condition, safety assessment to particular item andsafety check and acception assessment is applied widely to the dangerous professions,suchas building,mine,etc. The safety assessment which is carried out,can check to seek and analyze and predictexistent danger, harmful factor and hazard which are able to bring to hazardous result anddegrees in the engineerings and system, put forward the reasonable and viable safe plan andmeasure, guide the dangerous source supervision and the accident preventions, and attainthe lowest accident rate, minimal accident loss and superior safety investmentperformance.The safety accessment can promote the essence safety to turn the production ,realize the whole process safety control, build up the superior project of the system safety ,provide the basis for the decision maker, and create the condition for carrying out the safetytechnique and safety management of standardization and scientification.So, the safetyassessment is the foundation that makes sure the dangerous source, the hazardous result anddegrees, it is important that enterprise and other organizationses carry on safety assessmentin general work. In the course of development the safety assessment application software, thecomplicated process ,which selects the parameter of common assessment method ,isdesigned to become the convenient, friendly user interface ,and to provide simple operationfunction, customer can be under the helping of the software, settle easily the parameter thatvarious assessment need, simplify the safety evaluation process consumedly, and avoidsystem deviation of assessment result which made by the factitious deviation , calculationalmistake,etc. The assessment system is able to carry on the calculation and analysis rapidly,accurately and efficiently to various evaluation index which assessment item demand, andcreate automatically integrity of evaluation report forms. So, according to the principle which combines safety assessment with computerprocedure technology,which combines safety assesement with information management ,which combines the attraction of assessment system with konwledges,and which appliesconveniently and rapidly,the safety assessment management system is designed anddeveloped.it includes:the Pre-hazard Analyse, the fault Mode and Effects Analysis, theDOW Chemistry Company Fire and Explosion Danger Index Assessment Method,the ICICompany Fire,Explosion and Toxicity Index Assessment Method,the Work Condition RiskAssessment Method,the Chemical Factory Danger Degree Classification.at the same time, itinclude basic function,such as evaluation,query, statistics, system enlargement, filemaintenance, output and help. Through applying the safety asssessment software, the various assessment informationis saved in the computer,which can promote the work efficiency, thus it can morescientifically guide safety production,help supervisor to make the safety decision,strengthen the business enterprise OHSMS and HSE manage system ,improve to the safetyassessment and safety management level completely.更多还原
