外包型中小道路客运企业营运风险管理研究

【摘要】 市场经济向广度和深度的迅速发展,给企业经营带来的不确定性越来越大,使企业遭受经济损失的风险程度越来越高。在高风险的道路旅客运输业中,选择以外包经营为主的道路客运企业,即外包型道路客运企业与承包商的有限理性和机会主义倾向,造成企业为了降低成本而疏于对外包经营进行有效监管,而承包商为了追求更多私利过度冒险经营,结果提高了道路客运企业营运风险程度。外包型中小道路客运企业由于承受风险能力有限,风险对其的挑战性和危险性也更高。在道路客运市场全面开放,市场竞争日趋激烈的条件下,中小型道路客运企业如何识别、评估和有效地控制所面临的营运风险,提高核心竞争力,是理论和实践工作者需要思考和解决的重大课题。本文以外包型中小道路客运企业为研究背景,从外包经营这一新的视角,运用风险管理理论,深入分析了外包型中小道路客运企业形成的动因和营运风险成因,特别是就中小道路客运企业外包经营模式与营运风险之间的关系进行了剖析,提出了具有实用价值的外包型中小道路客运企业营运风险控制策略。本文还探索运用层次分析(AHP)法与专家咨询法相结合,建立外包型中小道路客运企业营运风险因素量化分析与评价体系。 本文的研究内容主要分为五个部分。首先综述本文研究的相关理论,阐述了上述理论在道路客运企业风险管理中的运用。其次分析了中小道路客运企业外包模式的形成动因、具体模式和主要特点。第三,分析了外包型中小道路客运企业营运风险的特点和成因,并运用层次分析法(AHP)对其风险因素作了量化分析与评价。第四,以上述分析为基础,并接合实际提出了外包型中小道路客运企业风险管理工具的选择与控制对策。第五,以HC公司为实例,运用上述研究成果,对该公司营运风险因素进行了分析评价,并提出该公司风险管理的策略。

【Abstract】 With deep wide and rapid development of marketing economics, uncertain factors of enterprise management have become more and more, risks of enterprise suffering from lose have become higher too. In the high risk of highway bus transportation, highway bus enterprises which chose outsourcing management as prime (limited ration and opportunism tendency of extra highway bus enterprise and contractor) cause to ignore effective supervision to extra management for enterprise reducing cost while contractor excessively risk management in order to pursue more themselves profit. Consequently, this increase risk degree of highway bus management. Because outsourcing middle and little highway bus enterprises, challenges and danger of risk are higher to them. Under the condition of entirely opening and fierce competitive highway bus market, it is a very important topic to improve ability of code competition which worker of theory and practice need to think and solve that middle and little highway bus enterprises should be how to identity evaluate and effectively control facing risk of management. The paper take outsourcing middle and little highway bus enterprises as study background and from new prospective of outsourcing management, creatively use risk management theory to proceed risk management research of highway bus enterprise, specifically analyze reason of outsourcing middle and little highway bus enterprises forming and cause of risk management, especially, analyses of relationship between middle and little highway bus outsourcing management mode and risk management, mention some controlling tactics of owning practical value to outsourcing middle and little highway bus. The paper also explore to use association method of analytic hierarchy process(AHP) and specialist advising, founding analyses quantity and evaluate system for management risk factors of extra.This article mainly research on five parts. Firstly, summarized the related theories of this article, state the appliance of the above theories on the risk management of highway bus enterprise. Secondly, analyzed the forming cause,abstract sorts and main characteristics of risk management of middle and small highway bus enterprises in exterior contract. Thirdly, through conversation and expert-consultant method analyzed characteristics and cause of risk management of middle and small highway bus enterprises in exterior contract. And use AHP to analyze and evaluate its risk factors in quantity. Fourthly, indicate selecting and controlling strategy for risk management methods of middle and small highway bus enterprises in exterior contract, basing on the above analyses. Fifthly, take HC company for example, applying the above research fruit, analyze and evaluate the risk factors of running a company and indicate strategy for risk management of this company.
