【摘要】 信息在日常生活和工作中的比重正不断上升，对经济发展的促进作用也日益增强，研究如何更好的利用信息具有重要的现实意义。 首先解析元数据的概念和定义，介绍由BASIC ENGINEERING公司开发的IIMS(Information Integrated Management System，综合信息管理系统)平台软件情况，及如何用IIMS来实现综合数据管理与数据共享的分布式管理系统。并分析了成都市的信息化情况和存在的信息孤岛、非结构化数据处理等问题。提出了数字成都的解决方案。 数字成都建设是一个社会系统工程，其建设、应用和发展依赖于信息技术和信息产业提供的技术和物质保证，依赖于信息化人力资源供给、信息化标准与安全体系建设、信息化政策环境的营造。“数字成都”的应用领域主要是整个城市的规划、建设与信息化管理。目的是建立若干政府职能部门数据之间的共享系统，依靠智能代理机制为政府职能部门提供快速信息检索支持。 详细介绍运用IIMS系统实现成都市统计局、成都市档案局、成都市勘测设计院和成都市经济信息中心的元数据管理，实现数据共享的具体项目情况。 最后比对了近几年来成都市的信息化发展情况，肯定了信息化给成都带来的经济和社会效益。考虑到成都的实际情况和信息化发展的趋势，从资源、组织、运行等方面提出了富有建设意义和前瞻性的建议以及对策措施。强化人力资源管理，建立一体化的系统，最终形成具有成都特色的，真正的“数字城市”。更多还原

【Abstract】 The information is playing an increasingly important role in economic development with a rising proportion to the work. So it is a significant step to work out how to utilize information.The concept of the Metadata is described emphatically. The characteristics of the IIMS (Information Integrated Management System) software are also introduced in this paper, including the distributing database management system.Based on the analysis of the existent problems in information of Chengdu, the. solution of " Digital Chengdu" is a social systems engineering. It needs the technique and substance guarantee in the information industry, and depends on the supplying of the professional human resources, as well as depends on the building of the information standard and security system, the supporting of the policy environment.The applicable domain of "Digital Chengdu " mostly applies to the layout, construction and information management of the whole city.Its purpose is establishing the data sharing.system among the government branch, then Using aptitude agent mechanism to offer fast information searches for the government branch.Implementing IIMS system in the four departments of Chengdu city is demonstrated in detail. There are Bureau of Statistics of Chengdu, Chengdu Archives Municipal, The File Burea, Survey and Design Institute,The Information Resource Center.Finally, the qualitative and quantitative analyses demonstrate that the Information play a critical role in the improvement of the development of Chengdu, at the same time, it takes the economic and social effect to the city in recent years.How to improve "Digital Chengdu" is put forward own opinion. Considering the situation of Chengdu and the trend of information industry in the world, some constructive and foreseeing countermeasures on aspects of resource, organization and operation are presented.In addition, it is required to attract and management human resource and to establish an integrated system.
