公路建设项目规模决策合理性评价研究

【摘要】 我国原有后评价的体系中没有关于对建设项目的建设规模是否满足交通量,或建设规模是否过于超前等方面的评价,而这一方面的评价对建设项目却有着至关重要的影响。鉴于此,本文首次提出规模决策合理性评价的概念,并认为应该在建设项目经济效益评价中补充这项内容。 本文在详细分析规模决策合理性评价的必要性及方法的基础上,通过建立成本计量模型,将成本与交通量结合起来,提出运用单位通行能力实际使用成本、项目剩余成本、单位通行能力附加使用成本等指标来分析评价项目规模的合理性,并以开封至洛阳高速公路为案例,详细说明了规模决策合理性评价方法的具体运用。同时,本文还对经济建设期的确定与高速公路技术标准合理性评价做了概略性研究,以期完善公路建设项目后评价体系,使公路建设项目后评价更加全面、客观和科学。

【Abstract】 There was no assessment for the matter that whether the scale of the construction of the highway suits with the traffic volume or not in the primary behind-assessment system, which has an important effect on the project, so the author puts forward the concept of assessment for scale-decisional rationality and considers it should be added to the behind-assessment system.On the basis of analysis of the necessity and methods of assessment for scale-decisional rationality, the author in this paper relates the cost with the traffic volume through building cost-measure models, uses ASTC, ASTCt and STCt to assess the rationality of the scale, and takes Kaifeng-Luoyang expressway as a case to explain how to use the assessment methods. At the last, the author studies the related problems of how to decide the economic construction time and how to assess the rationality of the expressway technical standard. And all the studies are done to consummate the behind-assessment system of highway construction project and make the behind-assessment more complete, objective and scientific.
