某监狱人民警察的开发与管理

【摘要】 监狱是国家的刑罚执行机关,担负着惩罚与改造罪犯,维护国家和社会的安定,保护人民的生命财产和合法权益,为社会的文明进步和经济繁荣保驾护航的职责。这一切要靠高素质的监狱人民警察来完成。本文研究监狱人民警察的合理开发与管理的目的是为某监狱整体工作协调有序的发展提供人力资源开发与管理的理论支持和实践见解。本文运用管理学、人力资源管理学、监狱学、组织行为学和社会学的知识,运用定性与定量相结合的分析方法、比较分析方法和理论与实践相结合的研究方式,阐述了公共部门人力资源开发与管理的基本理论,论述了监狱人民警察开发与管理的特定任务和对监狱事业发展的重要意义,比较了公共部门人力资源管理与一般人力资源管理的区别,分析了国内外监狱警察管理的差异。通过收集大量资料、数据,分析了某监狱人民警察队伍管理的现状,提出了该监狱人民警察管理工作中存在的分类不合理、绩效考核制度不健全、缺乏培训交流等问题。针对这些问题,科学地预测该监狱人民警察队伍的人员需求和学历需求,深入地分析该监狱人民警察的各个工作岗位基本职责、能力和要求,提出了该监狱招聘与选拔警察的模式、科学的任职和分类制度、合理的教育培训模式、考核激励制度及今后监狱人民警察开发与管理的发展方向,具有较强的应用价值。本文创新之处是在借鉴国外对监狱警察分类管理的基础上,将某监狱人民警察科学的划分成四种类型,并规定不同类型的监狱人民警察的职务等级和享受待遇的原则,使监狱人民警察充分发挥所长,成为精通监狱工作的专家,实现高质量完成教育改造罪犯的监狱工作目标。

【Abstract】 Prisons are the penalty executive organs of a nation. Their duties are to punish and transform criminals, maintain the safety of a nation and society, protect people’s lives and rights, and to safeguard the civilization progress and economic prosperity of a society. All these depend on high-quality people’s police in prisons. This dissertation studies the reasonable development and management of people’s police in prisons in order to provide a certain prison with theoretical supports and practical views of human resource development and management. Therefore, this prison will carry out its whole work coordinately and orderly.By using the knowledge of management science, human resource management science, prison science, organization behavior science and society science, and the method of comparative analysis, combination of qualitative and quantitative analysis and combination of theory and practice, this dissertation states the basic theory of human resource development and management in public sections, comments on the peculiar task of the development and management of people’s police in prisons and its importance in the development of prisons, compares human resource management in public sections with common human resource management, and analyzes the differences between domestic and foreign management of prison police. By collecting a large amount of material and data, this dissertation analyzes the present situation of the management of people’s police in a certain prison and finds that there are many problems in it, such as unreasonable classification, unsound check-up system of achievement and results, and lacking of training and communication. On these problems, this dissertation predicts the demands of personnels and schooling records of the people’s police in that prison, profoundly analyzes the duties, capacities and demands of every post in it, and raises selection and recruitment model, scientific posting and classification system, reasonable education and training model, examining and inspiring system and the direction of the development and management of people’s police in prisons in the future. They have great practical value.The most creative point of this dissertation is that it draws lessons from the classification management of prison police in foreign countries and suggests its own ideas of scientific classification of the people’s police in a certain prison. It divides them into different types, sets different posting qualifications. Therefore, they can make full use of their advantages, become experts of prison work and achieve the aim of educating and transforming criminals efficiently.
