基于土地定级估价信息的宗地估价信息系统研究与应用

【摘要】 宗地估价信息系统通过计算机系统来实现土地价格评估和分析过程。目前,绝大多数宗地估价信息系统在技术上还非常落后,要么没有引入GIS,要么与GIS结合松散,尤其是对新一轮国土资源大调查成果运用的水平和效率较低。随着GIS技术的发展和政府信息资料的公开。运用GIS技术建立基于土地定级估价信息的宗地估价信息系统已成为可能。本文使用VB开发语言和MapInfo地理信息系统软件,进行了系统的开发与应用工作。 在阐述宗地地价评估相关内涵的基础上,笔者分析了系统建设的背景与意义,严格按照《城镇土地估价规程》从技术上论述了宗地估价信息系统设计与开发的方法,完成了宗地估价信息系统的建设,并以江苏无锡朝阳(集团)有限公司企业改制地价评估为例,取得了较好的研究成果。 第一部分,首先对宗地地价评估、基准地价评估等基本概念的内涵进行了明晰,然后阐述了系统建设的背景与意义。最后在分析现有宗地估价信息系统的基础上。提出了建立基于土地定级估价信息的宗地估价信息系统的思路。 第二部分,对系统分析进行了论述,包括系统的用户定义、需求分析、可行性分析、数据分析等。 第三部分,对宗地估价信息系统的设计与开发进行了详细的论述,包括系统的总体目标、功能设计、数据流程、软硬件环境设计、估价模型、数据组织与数据结构、数据字典、主要功能的实现、用户界面设计、系统柔性设计、系统集成等。 第四部分,以江苏无锡朝阳(集团)有限公司企业改制地价评估为例介绍了该系统的测试与应用情况。 第五部分,总结了系统研究实践中的一些体会并对宗地估价信息系统的进一步研究提出了一些建议。 在研究过程中,笔者阐述了自己的观点,并力求理论结台实践。本文研究主要成果有: 1.严格按照国家规程,利用GIS技术设计并完成了基于土地定级估价信息的宗地估价信息系统建设。 2.利用该系统为江苏无锡朝阳(集团)有限公司企业改制进行了70余宗地的地价评估,为利用先进技术进行宗地估价提供了一个较为成功的范例。

【Abstract】 The evaluation information system of parcelland price accomplishes the processes of land pnce valuation and analysis with computer system. At present, most of parcelland price evaluation information systems still lag behind in technology. The systems didn’t use GIS, or they integrated with GIS loosely. Especially, they couldn’t make fully effective use of the results of new round national land and resources investigation. Along with the development of GIS technology and the publicity of government information data, it is possible to develop the evaluation information system based on land grading and evaluation by GIS technology. In this paper, the author accomplishes the development and application of the system by using development language VB and geographic information systems software Maplnfo.On the basis of explaining the relevant connotation of parcelland price evaluation, the author analyses the background and significance of system construction, and discusses the way of evaluation information system of parcelland price design and development strictly according to regulations for valuation on urban land. At last, the author accomplishes the system’s software development, and takes Jiangsu Wuxi chaoyang (group) limited company reform of enterprise evaluation as an example, and achieves anticipate purpose.In Section A, firstly the author expounds the meanings of evaluation of parcelland price and benchmark land price. Secondly, the author expatiates the background and significance of system construction. Finally, the author brings forward the thought of the evaluation information system of parcelland price, which is based on land grading and evaluation.In Section B, the author discourses on the systems analysis, which consists of user definition, requirements analysis, feasibility analysis, data analysis, etc.In Section C, the author discourses on the process of the construction of the information system, which consists of general target, function design, data flow, software and hardware design, evaluation model, data dictionary, main functions realization, interface design, flexible system design, system integration, etc.In Section D, the author introduces the tests and the applications of the system, taking Jiangsu Wuxi chaoyang (group) limited company reform of enterprise evaluation as an example.In Section E, the author draws his conclusion and puts forward several pieces of suggestion on further study of evaluation information system.In the course of study, the author follows the principle of the relationship of theory to practice and expounds his own opinions. The study results are as follows:1. Strictly following national regulations, the author designed and accomplished the evaluation information system of parcelland price based on land grading and evaluation.2. Using the system, the author accomplished more than seventy parcelland price evaluation of Jiangsu Wuxi chaoyang (group) limited company, which offered a successful example by using the advanced technology for parcelland price evaluation.
