新贸易壁垒对我国外贸的影响及对策研究

【摘要】 新贸易壁垒是对在当前国际贸易中逐渐成为主要角色的几类贸易壁垒的总称。相对于传统贸易壁垒，它是指以技术壁垒为核心的包括绿色壁垒和社会壁垒在内的阻碍国际商品自由流动的所有新型非关税壁垒，所涉及的问题较多且具有相当的复杂性。本文选取了其中的技术壁垒、绿色壁垒和社会壁垒等问题为研究对象，结合国际传统贸易壁垒的理论与分析方法，在对现状深入了解的基础上，就以上各方面的问题进行了分析，并就我国政府和企业如何积极正确应对这些壁垒提出了思考和建议。 伴随我国经济的迅速有力增长，长期以来我国外贸出口上升趋势显著。世界各国的贸易保护措施对我国日益增长的商品输出有着直接而深刻影响，系统深入地研究贸易壁垒尤其新型壁垒这一问题，既有重要的理论意义，又具有重大的现实价值： 一是通过研究新贸易壁垒的发展状况和主要特点，了解其它国家对其应用的现状，有助于我们深刻认识当代国际贸易的格局，进而加深对世界经济发展的认识。 二是基于国际经济学理论，通过研究新贸易壁垒的作用机理、经济效率等，指出各国实行新贸易壁垒的弊与利，为我国政府与企业未来的政策制定和实践行为提供有价值的参考和理论指导。 三是通过研究新贸易壁垒的要害和解决方案，及时总结实践经验，有助于我国政府及企业制定有针对性的应对政策以保障出口。 本文共分为四章，从基本概念开始，结合实例，采用逐步深入的逻辑分析研究了新贸易壁垒的内容、经济效率，对我国不同层次经济的影响和我国的应对措施。 第一章“新贸易壁垒概述”，主要内容为新贸易壁垒的概念、产生原因、本质、内容、特点及发展趋势。第二章“新贸易壁垒的经济效率分析”，较为详细的分析了新贸易壁垒的作用机理、福利经济及对我国出口产生作用的机制。第三章“新贸易壁垒对我国外贸的影响”，详细地列举了新贸易壁垒对我国外贸影响的各个层面。第四章“新贸易壁垒的应对”，基于前文对新贸易壁垒的讨论，从宏观政策面和微观企业角度对我们应有的对策做了全面深刻分析。 随着我国对外经济贸易迅速发展，新贸易壁垒这一论题的理论和实践意义愈发显得重要。希望本文所做的工作能对我国应对新的贸易壁垒提供一点参考。更多还原

【Abstract】 The new trade barriers are gradually becoming the general names of several kinds of trade barriers playing the main role in present international trade. Comparing the traditional trade barriers, they refer to all new types of non-tariff trade barriers that take technological barrier as the core, including green barrier, social barrier and so on. And they involve more problems with suitable complexity. This paper selects technological barrier, green barrier and social barrier as research objects, combining the theory and analytical method of the international traditional trade barriers. On the foundation of understanding the current situation in depth and analyzing all the above problems, it puts forward some positive countermeasures to these barriers for our government and enterprises.With the effective increase of our economy, the ascendant trend of our export has been remarkable for a long time. But the trade protective measures, from allmany other countries, have direct and deep influence on our increasing export volume. So it is not only of high theory significance but also of high realistic value to study the new trade barriers deeply and systematically.Firstly, the paper studies the state of development and main characteristic of the new trade barriers, and analyzes the current situation on which other countries how to apply the new trade barriers. It contributes to catch the pattern of contemporary international trade, and then strengthens the understanding of economic development of the world.Secondly, on base of the theory of international economics, studying functional mechanism and economic efficiency of the new trade barriers, it points out the advantage and disadvantage for every country to put the new trade barriers into practice. And it also supplies valuable references to policy and practice in the future for our government and enterprises.Thirdly, studying the essence of the new trade barriers, summarizing practical experience, it helps our government and enterprises to establish pertinent countermeasures to ensure our export.This paper is divided into four chapters, beginning with basic conception, combining instances, adopting progressively deep logic to analyze content andeconomic efficiency of the new trade barriers, impacts on different levels of economy and counter-measures of our country. Chapter one" To summarize the new trade barriers ", it’s main content is about concept, reason for produce, essence, content, characteristics and trend of development of the new trade barriers. Chapter two" Economic efficiency analysis of the new trade barriers", it analyzes functional mechanism, economic welfare and mechanism to affect our export from the new trade barriers in comparative detail. Chapter three" impacts on our foreign trade from the new trade barriers", it enumerates impacts on all aspects of foreign trade from the new trade barriers. Chapter four" to answer the new trade barriers", on the basis of above discussion, it makes further analysis on our current countermeasures to the new trade barriers from two sides of macro-policy and micro-enterprise.With the rapid development of external trade of our country, it begins more important to study the theory and practice of the new trade barriers.
