【摘要】 本文以1912—1937年间广东省地方政府外债作为研究对象，详细地论述了这些外债借取的历史背景，分别介绍了这些外债的债权国和债权人、担保、金额和利息、具体用途以及偿还等情况。对广东地方政府外债的特点进行了归纳，着重分析了这一时期广东独特的政治地位与这些特点的关系。最后，从外债的“两重性”入手，尽可能给予这些外债客观的评价。在承认军事外债具有“恶”的性质的同时，肯定了实业外债对经济建设的促进作用，是一种利用外资的好的形式。更多还原

【Abstract】 The foreign loans of Guangdong local government from 1912 to 1937 being regarded as the studying object, this paper discusses their historical backgrounds in details, and analyzes their creditor nations, creditors, guaranty, sum, accrual, uses and payments. The characters of this foreign loans are concluded, and the connection between them and particular political station of Guangdong are analyzed. At last, by studying the double-character of them, the foreign loans are appraised impersonally. At the same time as admitting the harm of military foreign loans, the stimulative effects of industrial foreign loans on economic development are affirmed, and it is a good form of utilizing foreign capital.更多还原
