【摘要】 可持续发展是现代人类根本的发展观，揭示了人类于与自然之间长期应有的本质关系。城市作为人类文明的代表，几乎集中了人类创造的所有成就，但同时也衍生了各种类型形式的问题，因此城市的可持续发展问题成为各国学者研究的焦点。内陆干旱区城市由于其所处特殊的自然地理条件，其生态环境脆弱，资源开发与环境影响相互作用强烈，其城市的可持续发展有更大的局限性。内陆商贸型城市的发展因此有其固有的劣势，对于这种城市的城市问题和可持续发展问题的研究显得尤为典型，难度也大的多。改革开放以来，乌鲁木齐市已成为新疆乃至中亚地区的一个国际性的商贸金融中心，它的发展问题牵动着整个中亚地区。研究内陆商贸型城市的可持续发展问题无论是在理论方面还是在实践方面都已迫在眉睫。联系可持续发展理论和实践两个方面的纽带就是对可持续发展的评价，所以研究内陆商贸型城市的可持续发展综合评价及信息系统支持问题具有重要的理论和现实意义。本文以内陆商贸型城市的特点，建立和实际运用了一套完整的内陆商贸型城市可持续发展综合评价体系，并将GIS技术与MIS相结合，设计开发了基于GIS技术的乌鲁木齐市可持续发展评价信息系统。首先，通过对国内外主要商贸金融中心城市共性的比较，基于国际化商贸中心的特点和内陆商贸型城市的标准，利用专家调查的方法，建立了适合于内陆商贸型城市的系统性可持续发展评价指标体系。该指标体系共分目标、系统、指数和指标4个层次，经济、环境、基础设施和社会4个系统以及10项指数和29项指标?其次，以新的评价指标体系为依据，设计出了以系统层评价为核心，以水平指数、强度指数和协调性指数为主要衡量标准的全新的内陆商贸型城市可持续发展评价模型。第三，利用新建的内陆商贸型城市可持续发展综合评价体系，对乌鲁木齐市从1995年至2002年8年间的可持续发展状况进行了综合评价，并从发展水平、发展强度、发展协调性等方面对评价结果进行了分析。最后，基于新的可持续发展综合评价体系，将GIS技术与MIS相结合，建立了乌鲁木齐市可持续发展评价信息系统，运用计算机技术模拟了乌鲁木齐市作为内陆商贸型城市的可持续发展进程和决策效果。主要结论如下：通过对乌鲁木齐市可持续发展综合评价的应用，证明了本文所建立的内陆商贸型城市可持续发展评价指标体系具有实用性，在相同功能的内陆型城市有较强的推广意义。乌鲁木齐市在内陆商贸型城市范畴内的城市发展阶段可以划分为商贸型城市准备阶段（1995年~1997年）、商贸型城市成型巩固阶段（1998年~2000年）和商贸<WP=4>型城市良性发展阶段（2001年~2002年）。乌鲁木齐市可持续发展正向高级化演进，且发展水平呈上升趋势，进一步发展潜力和发展持续性总的来说呈现不稳定态势，经济、环境、基础设施和社会发展四个系统基本上保持了协调发展。运用将GIS技术与MIS技术相结合的方法是解决可持续发展信息支持问题和决策支持问题的有效途径之一。主要创新点如下：首次建立了适合于内陆商贸型城市的可持续发展评价指标体系。以新的评价指标体系为依据，构造出了全新的内陆商贸型城市可持续发展评价模型。首次利用新的评价体系对乌鲁木齐市的可持续发展状况进行了综合评价。根据新建的内陆商贸型城市可持续发展综合评价体系，将GIS技术与MIS相结合，首次建立了基于GIS技术的乌鲁木齐市可持续发展评价信息系统。更多还原

【Abstract】 Sustainable development is ultimate development idea of modern human being.It manifest the ultimate long relation between human and nature it should.City is the representation of human civilization,all kinds of contradiction of entire era focus on it.With the level of citilization becomes more and more advance,the economy level of city increases in high speed,while it brings society problems to some extent at the same time..Sustainable development becomes the core of city development in the future.So the study of city sustainable development is the focus which the scolars in every country study for long time.Now the study about sustainable development includes two sides. One is theory, the other is practice. The joint of the two sides is evaluation of sustainable development. So evaluation of sustainable development turns to the core of the study about sustainable development.From the time of Innovation and Opening, Urumqi has become the internationalism trade finance centre of XinJiang, even of Mid-Asia.Its development affect the development of Mid-Asia.As arid inland trade city, Urumqi lies in hinterland of continent, entiroment is fragility. The study of its evaluation of sustainable development and Information System is realism and typical.The paper brings Urumqi as a case, developed the set of evaluation of sustainable development in inland trade city and I combine GIS technology with MIS technology, design and development the Urumqi SDEIS.Firstly, I compared mainly cities, based on standards of internationalism trade finance cities and characteristics of inland cities, set up the standards of judging inland trade city, make use of the investigation of experts, build the set of indicators evaluation of sustainable development in inland trade city.The set of indicators includes four arrangement, four systems, ten indexes, twenty-nine indicators.Secondly, I design the evaluation mode of sustainable development in inland trade city based on the set of indicators includes.Thirdly, I make use of the set of evaluation of sustainable development in inland trade city to evaluate the total level of Urumqi sustainable development.Finally, based on the set of evaluation of sustainable development in inland trade city, I combine GIS technology with MIS technology, design and development the Urumqi <WP=6>SDEIS.From the analysis of the evaluation result, I can arrived at two mainly conclusion.The set of evaluation of sustainable development in inland trade city be used in resemble cities.The level of Urumqi sustainable development is becomes more and more advanced.The potential of development is not instability, the systems of economy, environment, facility and society developed in line.The period of the city development of Urumqi can be divided three moments. One is prepare period (1995~1997), other is consolidate peride (1998~2000), another is well-developing period (2001~2002).SDEIS is a efficiency means to settle the problems of support information and decision support.The study has innovation in methord and especial case, is a process of theory to practice.更多还原
