新疆城镇土地分等研究

【摘要】 城镇经济发展的水平,在很大程度上取决于用地资源的数量、质量和所处位置。而城镇的土地是一个由自然、经济和社会诸要素组成的复杂系统,其质量优劣及等级取决于各组成要素的优劣及组合状况,因此进行土地分等研究至关重要。土地分等是根据特定的目的,对土地的自然和经济属性进行综合评定,并使评定结果等级化的一个过程。土地等级反映某一区域范围内各城镇之间土地质量的差异及与之相关的土地收益的差异。它是土地评价的一种类型,并且是对土地质量的全面综合评定。城镇土地分等是通过对影响城镇土地质量的经济、社会、自然、区位等各项因素的综合分析,揭示城镇之间土地质量的地域差异,运用定量和定性相结合的方法对城镇进行分类排序,评定城镇土地等。本论文研究的中心内容是对全疆的85个县市的城镇土地进行分等研究即一个县市代表一个分等对象,全文共分七个章节。根据城镇土地分等的要求和研究区的地域差异性选择因素因子,从而建立影响城镇间土地等的因素因子体系;从大量收集自治区各类统计年鉴报表上获得全疆85个县市经济、区位、基础设施、城市化水平和城镇投入产出五大因素真实可靠的数据,输入计算机,进行资料整理,建立新疆城镇土地分等因素因子Microsoft Visual Foxpro数据库;借鉴《城镇土地分等定级规程》运用特尔菲法、因素成对比较法选择因素因子,确定因素因子的权重,将原始数值进行极值标准化,对于个别的数据采用剔除法进行极值标准化;采用加权求和的数学模型,计算各城镇综合分值;将求得的综合分值用总频率曲线表示出来,划分合理的区间分值,初步划分城镇土地等。 <WP=3>接着,本文采用系统聚类方法对初步划分城镇土地等进行比较验证。将原始数据进行整理后,导入SPSS统计分析软件中,采用欧式距离、最小偏差平方和的聚类方法,用SPSS导出系统聚类谱系图。分析上述两种不同模型评定结果,发现两种模型的分类结果基本吻合一致,由于各模型建模依据、功能各异也会使评价结果有些偏差,为此作者定量分析和定性分析相结合,对个别城镇土地分等的等别做了调整,得到城镇土地等综合评定结果。其次,运用MAPGIS软件,编制新疆城镇土地分等图件。从全疆土地利用电子图件中,提出相应图层,为满足土地分等结果的输出。建立的属性库是全疆各个县市土地等别,可以在MAPGIS里直接输入每一图斑(即全疆各个县市)的属性数据,也可以在Visual Foxpro或Excel里输入,并根据具体情况按某一特征将图形库和属性库连接起来,MAPGIS里提供有数据接口。从而,完成土地分等图件。然后,本文又论述了城镇体系发展战略、指导思想,提出了新疆城镇体系的发展设想。最后,文章阐述了如何更好的发展城市,发展城市的特色经济、支柱产业以及分析个别重点城市之间联系,以进一步促进新疆的经济建设。

【Abstract】 The development degree of the urban economy is decided by the number of landuse resources, quality and position in great degree.The urban land is a complex system made up of nature, economy and social diversified factors and its quality and grading lie on the quality of every factor and their combining situation. The grating land is the process of comprehensive evaluation to the natural and economic attribution of the land and grating its result according to a given aim. It is a type of the evaluation of land , further more is a comprehensive evaluation to the quality of land. The rank of land reflects the difference of land quality and relating difference of land income among cities in one region. The grading urban land shows the section difference of land quality, classifies the urban land combining quantitative analysis and qualitative analysis and evaluates the urban land by comprehensive analyzing the economic , social, natural and section factors effecting the quality of urban land.The center content of this thesis is research on the grating the urban land including the 85 county in Xinjiang Province. This thesis includes 7 chapters. This research selects factors according to the demand of urban land grading and section otherness in research area and sets up factors system effecting urban-grade between cities; inputs the data which come from statistic including five factors (economy, section, infrastructure, the degree of urbanization, input and output of the urban) of the 85 counties in Xinjiang Province to computer, clears up the data and constructs the database of Xinjiang Urban Land Grading Factors by Microsoft Visual Foxpro; using <the Rules of Urban Land Grading>for reference, applies Delphi to select factor, to ascertain their coefficient, to extremum standard original data and to extremum standard separate data using weeding way; adopts mathematics model for coefficient sum to calculate the integrate value of every urban; shows the assemble frequency curve of the integrate value and partition logical space to make sure of the urban land grading primarily.In succession, this thesis adopts systemic clustering to compare and validate the grading of the primary result. After clears up the original data, this research inputs them into the software SPSS and adopts Euclidean distance and Wardis Method to output the pedigree map <WP=5>of systemic clustering. Analyzing the evaluating result from the two different model, we can find the two results basic coherence. The author adjusts the individual grading of the urban using qualitative analysis and quantitative analysis because of existing deviation caused by the difference between modeling foundation and function and gains the assessed result of the grading of the urban land. Next, this research applies MAPGIS to mapping the grading of the urban in Xinjiang Province. For the demand of the result of the urban land grading, this research extract the corresponding map from the whole Xinjiang landuse electronic map. The constructing database of the attribution is the grading of all the counties in Xinjiang Province and can directly input the attribution data of the every speck in MAPGIS, and also can input in Visual Foxpro or Excel. We can link the graphics database with the attribution database of a certain character according to certain situation and MAPGIS offers the data access. So this research complete the land grading map.Then, this thesis discusses the development stratagem, the guide ideology and the development stratagem of Xinjiang Province.Finally, this thesis expatiates the relation of how to develop urban better, how to develop urban characteristic economy, support industry and analyzing individual main cities.
