【摘要】 互联网自20世纪60年代末诞生以来，以不可阻挡之势迅速发展。在互联网的发展过程中，产生了诸如利用网络犯罪、制作网络病毒、传播网络色情等一系列的负面效应。为了解决互联网发展带来的社会问题，实现国家安全、社会进步、经济繁荣和人的全面发展，研究互联网的社会控制问题成为不可回避的时代课题。选择社会控制手段是实施社会控制的关键一环，我国互联网社会控制主要采取法律控制、行政控制和道德控制三种手段，这三种手段具有不同特点和功能，但它们自身都存在不完善的地方，我们必须采取一定的措施，完善各种控制手段，充分发挥它们的控制作用。控制网络空间的社会问题，其实质就是控制造成网络空间社会问题的互联网活动主体，互联网是一种信息技术，互联网活动主体包括互联网信息发送者、互联网信息服务机构和互联网信息接受者。互联网社会控制的过程包括决策、实施、监控和反馈四个阶段，这四个阶段相互影响、相互作用，形成了互联网社会控制的运行机制。为了提高我国互联网社会控制的效果，在社会控制过程中，我们必须在观念上重视互联网的社会控制、综合运用各种控制手段、把握好社会控制的度，同时还要使原有的技术升级，并研究、开发新技术，建立起技术层面的钢铁长城。更多还原

【Abstract】 Internet has developed at overwhelming speed from the end of 1960s. In the course of the Internet development, a series of negative effects, such as crime on Internet, programming Internet virus, spreading Internet sexy, show up in cyberspace. In order to solve the social problem in cyberspace and assure country security, society progress, economy prospering and human being’s full development, the social control of the Internet becomes an inevitable question for study. Choosing the means of social control is a key link, the social control means in China includes law control, administration control and morality control. These three means take on different characters and functions, but they have limitations, so we must take some measures to improve social control means. Controlling the social problem is to control the participant which causes the social problem in Cyberspace. Internet technology is a kind of information technology. Internet participants include Internet information sender, service and receiver. It has four stages in the course of control, namely, decision-making, implementation, supervision and feedback. These four stages are interactional and reciprocal, so they form the mechanism of the social control on the Internet. For the sake of improving the social control effect of the Internet in China, on one hand, we must attach importance to social control, integrate all kinds of means, and hold the moderation principle of the social control; on the other hand, it is necessary to upgrade technology , study and exploit advanced technology.更多还原
