面向可持续发展的企业技术创新生态效益评价研究

【摘要】 可持续发展是人类的必然选择。然而传统的技术创新的本质特征是以人类中心主义为价值取向,导致传统技术创新评价片面强调经济效益及技术创新能力等方面,这无法适应可持续发展的要求。可持续发展是21世纪的主旋律,企业的技术创新活动的目标将是取得经济、社会、生态效益的“三赢”。传统的技术创新评价应该做出相应的改变,即加入生态效益评价的内容。本文回顾了传统技术创新评价理论的发展历程,以及可持续发展观的产生和发展,说明传统的技术创新评价无法适应可持续发展的需要,并进一步阐述了企业技术创新生态效益评价与可持续发展之间相辅相成的关系,根据需要建立了切实可行的企业技术创新生态效益评价指标体系,探讨了几种评价的方法和评价模型,而且还进行了一定的实证研究。在此基础上,文章阐述了企业实施技术创新生态效益评价的支持环境,并提出了目前实施技术创新生态效益评价将要面临的问题,最后对技术创新评价的研究提出了一些建议并对此进行了一些哲学思考。

【Abstract】 Sustainable development is the necessary choice of the human. However the evaluation of traditional technological innovation always concentrates on the innovational ability or the profits because traditional technological innovation is based on the human-oriented principle. Sustainable development is the main character of the 21st century, so the goal of technological innovation will be the "win-win-win" , the efficiency of all three-economy, society and ecology. The evaluation of traditional technological innovation should be changed accordingly, that is the evaluation should be added the evaluation of eco-efficiency. This paper reviews the history of development of traditional technological innovation theories, and illustrates that it can not meet the requirement of sustainable development, further more it explains the close relationship between the evaluation of eco-efficiency and sustainable development. According to the requirement, also establishes a proper and practical evaluation index system of the eco-efficiency of the technological innovation and recommend several mathematic methods for evaluation. Then this paper gives some empirical evidence for the evaluation. On the basis of it, this paper explains the supporting environment of implementation of the evaluation and, analyses the potential problems during the implementation of the evaluation. At the end of this paper, it makes some suggestions about the research on evaluation of technological innovation and reflects on philosophy.
