试论部队创建学习型党委

【摘要】 “党指挥枪”是中国共产党领导人民军队的根本原则，党对部队的绝对领导是通过各级党组织具体实施的。在深入贯彻党的十六大精神，全面建设学习型社会、学习型军队的新时期，着力抓好部队创建学习型党委班子，事关根本，事关大局。我党我军历来高度重视部队党委班子的学习，视为治本之策，当作头等大事，常抓不懈，卓有成效。党的十一届三中全会以来，随着改革开放和社会主义市场经济的发展，部队党委班子的学习面临许多新的挑战。党的十六大提出了建设学习型社会的要求，给党的建设、军队建设，特别是部队党委班子的学习带来了新的机遇。本文试图从建设学习型党委班子的角度入手，深入分析新形势下部队党委学习的必要性、特殊性和实效性，旨在廓清思路，把握特点，发挥优势，走出一条提高党委素质、坚强领导班子的新路子。 本文共分四个部分： 第一部分，建设学习型党委提出的背景。建设学习型党委班子，是时代发展的需要，是履行职责的需要，是自身建设的需要，是官兵成长的需要，因为国家的和平统一，社会的稳定发展，都需要强大的国防和军队。 第二部分，建设学习型党委的基本内涵。部队是特殊的武装集团，建设学习型党委班子必须立足自身特点，紧紧抓住学习理念的时代性，学习成员的主体性，学习环境的开放性，才能有成效。 第三部分，建设学习型党委的基本模式。论述了创建学习型党委的基本目标，根据党委班子肩负的使命、工作性质、所处的位置等情况，建立起五种学习模式，并提出了保证其实施的制度机制构架。 第四部分，建设学习型党委的基本对策。建设学习型党委班子是一项系统工程，既要解决当前突出问题，又要兼顾长远发展。要把握好学习的着眼点、根本点、关键点和落脚点，有针对性的充实内容，改进方式，增强学习的能力。更多还原

【Abstract】 party commander gun " is the basic principle of the leader armed forces of the Communist Party of China of the people, the absolute lead of party for army weaves specific enforcement through different levels leading party group. Is implementing the 16 big spirits of party further , build the learning type new period of social, learning type armed forces all-sidedly , put forth effort to grab army to found the learning type group of party committee , concern foundation , concern overall situation. My party my army pay attention to the study of the army group of party committee always highly, as the plan that effects a permanent cure , as first-class major event, it is unremitting to grab frequently, it is fruitful. In the 11 class 3s of party since plenary, along with the development of reforming and opening up to the outside world and socialist market economy, the study of the army group of party committee is faced with a lot of new challenges. The 16 of party have put forward the requirement concerning building the society of learning type , the construction that gives party and the construction of armed forces have brought new good fortune, especially the study of the army group of party committee. This paper attempts to study the angle of the type group of party committee from construction to start with , analyses effect, particularity and the learning necessariness of new situation bottom team party committee further, aim at Kuo clear train of thought, hold characteristic , develop advantage, walk out of a new way that raises the strong leading group and quality of party committee.This paper divides into 4 parts totally:Is the first to divide , build the background that learning type party committee puts forward. Build the learning type group of party committee , is the needs of times development , is to perform the needs of duty , is the needs of self construction, is official soldier grow up needs, because the peacefully unified steady development of society of country needs powerful defence and armed forces.Is second and partial , build the basic intension of learning type party committee. Army is special armed group, build the learning type group of party committee must stand self characteristic, talent and the openness of grasping the times of learning concept, the mainness of learning member and learning environment tightly have effect.3th builds the basic pattern of learning type party committee partially. Have discussed to found the basic goal of learning type party committee , establish 5 kinds according to the conditions such as mission, working nature and located location that the group of party committee undertakes to study pattern , have put forward to guarantee the system machinemade structural frame of its enforcement.4th builds the basic countermeasure of learning type party committee partially. It is a systematic project to build the learning type group of party committee, will solve now outstanding problem , and will consider both longterm development.
