论政府信息化建设

【摘要】 信息技术在全球的应用普及，把计算机技术革命、通讯技术革命和数字化革命的成果结合起来，使信息的全球性传递和即时共享成为可能，地球文明开始了从物质信息时代向数字化时代的过渡，世界正在朝着信息一体化、经济一体化迈进，从而导致各个行业产业结构乃至社会管理体系的急剧变革。推进政府部门信息化、电子化，发展电子政务，已成为世界各国政府面临的迫切课题。由于政府既是全社会中信息资源的最大拥有者，又是信息资源和信息技术的最大使用者，因此，信息资源的开发利用就成为政府信息化建设的核心任务，实现信息资源共享是政府信息化建设的关键。 全文共分三个部分： 第一部分围绕信息社会的形成与发展的过程，分析了信息社会对政府管理提出的挑战，指出了加快政府信息化建设的意义。 第二部分阐述了政府信息化建设的主要内容，指出要加强政府信息资源管理与开发。 第三部分分析了政府信息化建设中存在的问题，并针对存在的问题制定了对策。更多还原

【Abstract】 Globe usage of information technology integrates the computer technology, communication technology and digital technology, and makes it possible to transmit the information all over the world and instantly share it. Now it is a transition period for the globe culture between material information and digital one. We are advancing towards information integration and economy integration, thus result in rapid change in the industrial structure and social management system. It is urgent, for every government, to promote electron management. The government owns the most information resources, and uses it much more often, so government’s core duty is to develop and use the information resources, and it is key point in government information building to realize sharing resources.It include three parts:Part one analyses the challenge issued by the information society and government management, and points out that acceleration of government information building is significant.Part two illustrates the main work of government information building we should tighten up its management and development.Part three analysis the problems and gives the countermeasure.更多还原
