河南高速公路管理体制研究

【摘要】 高速公路是社会经济发展的必然产物，对国民经济的运行具有基本承载作用，现已成为一个国家和地区公路建设现代化水平的体现和代表。高速公路运营管理是一个庞大的系统工程。其主要内容包括：交通安全设施、监控系统、收费系统、通信系统以及与之相配套的供配电、照明服务没施、房屋建筑和系统的运行管理等。 本文一是主要对高速公路运营管理体制进行研究，简要回顾河南高速公路的发展，对现行管理体制状况进行分析，目的在于找准现行体制中存在的主要症结，同时说明体制改革的必要性、紧迫性。二是围绕发挥高速公路的功能，对建立适应社会主义市场经济规律要求的高速公路现代化管理体制进行探讨。文章围绕理顺高速公路管理体制关系，充分发挥高速公路现代化设施的功能，从高速公路的基本属性、技术特征、经济特征和管理的系统化特征等方面进行分析研究，认为建立有中国特色的高速公路现代化管理体制，应遵循依法立制、规范运行；保证管理系统的整体性；分级管理，统一领导；权责对等；促进企业特许化经营；具备兼容性等6个基本原则。 在此基础上，提出建立高速公路现代化管理体制的基本框架，并对机构的设置、职能的界定进行设计和评价。为了保证新的管理体制能够得到顺利实施，文章最后就理顺河南高速公路管理体制关系过程中存在的主要问题，提出了方向性的对策和建议。更多还原

【Abstract】 As an inevitable result of social economy development, expressway, which embodies the level of modernization of highway construction, plays an elementary role in bearing the operation of national economy. The operation management of expressway is a huge system engineering, of which managements mainly consist of traffic safety, surveillance system, toll system, communication system and their necessary accessories such as power supply and distribution, lighting installations, etc.In this thesis, we first focus our studies on the expressway management system. Second.In order to find the main problems existing in the present management system and show the necessity and urgency to reform it, we have briefly reviewed the developments of expressway in Henan Province and analyzed the current situations in the system.Around making the most of expressway’s functions, we shall discuss how to establish a modern management system compatible with the development of a socialist market economy.We have investigated the basic properties, technology and economy features and management systematization characteristic of expressway around how to straighten out its system relationships and make the most of its functions. We believe that the following principles should be followed in order to establish a modern management system with Chinese characteristics: The system should be established according to law and its operation should be standardized. The integration of management system should be guaranteed. The structurized management and unified leadership should be formed. The rights and duties should be reciprocal. Promote the management of enterprise franchise .The system should be compatibleOn the basis of above principles, we put forward a basic framework for the modern management system of expressway and evaluate its organization and functions In order to implement this management system, we advance, in the last part of the thesis, some directional countermeasures and proposals which may solve the problems in the management system of expressway in Henan province.更多还原
