【摘要】 工程咨询业是二十世纪后期以来发展最快的行业之一，与此同时，全球化的竞争也越来越激烈。由于发展时间短和体制上的原因，我国工程咨询业存在许多深层次的问题值得研究，以实现发展模式的优化。 本文分析了工程咨询业的基本特征、发展趋势及我国工程咨询业存在的主要问题，运用产业发展模式的相关理论和企业发展战略思想，对我国工程咨询业的发展模式进行了优化探讨。在行业管理模式上，提出应该对行业管理的多个组织进行整合，以实现统一管理；在经营模式上，剖析了工程咨询企业创建国际工程公司并实施“哑铃战略”的重要性；在组织结构模式上，分析了工程咨询企业实行项目管理和“化小内部组织”的必要性。 本文还运用新制度经济学理论，提出了要实现我国工程咨询业发展模式优化所应进行的制度安排。认为：在建立现代产权制度的同时，应从以所有者和经营者关系界定为内容的治理结构转向以人力资本和货币资本关系协调为中心的治理结构；在市场准入制度上，应逐步从单位资质管理制度转向个人执业资格制度；在工程咨询取费制度上，应结合我国现有总体状况，适当提高取费标准；另外论文还对应建立的人才培养制度、工程咨询的社会保险制度和知识产权保护制度等方面进行了论述。更多还原

【Abstract】 Engineering consultation is one of the fastest developing vocations. At the same time, the global competition is becoming more and more drastically. Because of short growing time and some thing concerned with institution, many questions hiding deeply in the engineering consultation vocation are good for research t to optimize the developmental mode.First of all, the thesis analysis the basic character of engineering consultation vocation, growing trend and main problems existing now in our country. The thesis also use theories of domain developmental mode and enterprises growing strategy, discuss the developmental mode of engineering consultation vocation in our country. In the facet of vocation managing mode, the article bring forward that several managing organization existing now should be consolidated. In the aspect of operation mode, the article anatomy the importance of creating international engineering corporation and actualize "dumbbell strategy". On the question of organizational structure, analysis the necessary of implementing engineering manage and "small internalorganization".Secondly, the thesis use the theory of new institution economics, putting forward the institution arrangement that optimizing the developmental mode of engineering consultation vocation needed. In the facet ’of property right institution, at the time establishing modern property right institution, governing framework should be transferred from the content that comprise relationship between the owner and operator to the center of harmonizing the human capital with the currency capital. On the question of engineering consultation fee, it’s necessary to consider the whole condition of the country, increase the rate standard properly. Besides, the article also expatiates some important institutions including talents training, social security of engineering consultation vocation, and knowledge property right protection.更多还原
