【摘要】 90年代以来，科技管理已经发展到专家集团管理阶段，科技管理成为国家的社会职能之一。由于科学技术本身的发展越来越复杂和综合，科学技术对社会政治、经济、文化、国际关系、生态环境的渗透更加深入。特别是冷战结束后，科学技术作为第一生产力正日益成为国际竞争的核心，成为一个国家经济和社会发展的决定性因素。因此，科技管理对科技发展的作用显得十分重要。江泽民的科技管理思想正是在这种时代背景下形成和发展起来的。 江泽民的科技管理思想内涵丰富，涉及面广。在内容层次上：主要包括科技发展的政治保障、科技体制改革、国家创新体系的建设、科技项目管理、科技人才管理、科技经费管理以及科技成果管理等。在目标层次上：通过有效的科技管理实现国家对科技发展的宏观调控作用，从而优化科技资源配置，促进科技与经济建设的结合，促进精神文明建设，最终促进全面建设小康社会，实现我国的第三步战略目标。 本文分为四个部分。第一部分主要阐述江泽民科技管理思想产生的时代背景；第二部分和第三部分论述了江泽民科技管理思想的具体内容；第四部分论述了江泽民关于科技管理所要达到目标的思想。更多还原

【Abstract】 Management of science and technology has reached the phase of expert group management and has become one of the society functions of the country since the 1990s. Today, the development of science and technology has become more and more complex. In the meanwhile, the influence of science and technology for society politics, economy, culture, international relation and zoology environment has become more important. Especially, when cold war was over, science and technology has act as the first productivity and has become the core of the international competition and the key factor for one country’s economy and society development. Therefore, the action of management of science and technology became more and more important for the development of science and technology. Under the times background, Jiang Ze-min’s thought on the management of science and technology come into being and developed.Jiang Ze-min’s thought on the management of science and technology has many connotations and relates to many aspects. On the contents, it mostly includes politics guarantee of the development on science and technology, the system reform of science and technology, the construct of the innovation system of the country, the program management of science and technology, ability person management of science and technology, the outlay and fruit management of science and technology. With the efficiency management of science and technology, the country can carry out the macro control of science and technology and optimize the resource configure of science and technology. These will accelerate the unit of the science and technology and economy building and will promote the development of the spirit civilization of the country. Lastly, it will accelerate our country to build up the better wealth country and the third step stratagem aim of our country will be come true.This essay includes four parts.
