【摘要】 本文基于可持续发展理论，结合当前南海市社会经济和水资源现状以及南海市2005年率先基本实现社会主义现代化的要求，对该市进行了水资源优化配置与管理方面的研究。通过对南海市水资源优化配置与管理的研究，提出了以防洪排涝减灾为重点，以优化配置水资源为中心，以改善水生态环境为主线，以体制创新、机制创新和科技创新为动力，建立了南海市水利“六大体系”。 全文共分五章： 第一章，在评述水资源规划与可持续发展理论、水资源优化配置与管理研究现状的基础上，论述了本文选题的意义； 第二章，较系统的分析了基于可持续发展理论的水资源优化技术； 第三章，根据南海市水资源优化配置目标，系统论述了南海市人水协调的防洪排涝减灾体系、高质和谐的水资源保护体系、可持续发展的水资源配置体系的内涵； 第四章，基于可持续发展的水资源管理原理，提出了南海市建设统一高效的水资源管理体系、健全水资源管理法规体系、培育创新求实的水资源管理人才体系的设想。 第五章，总结了本文的研究成果，并对本课题今后的研究方向提出了建议。 本文根据南海市的实际情况而提出的六大体系，形成与该市社会、经济和环境发展目标相适应的防洪减灾、水资源有效供给和水生态环境保护的水利支撑与保护体系，为国民经济发展提供保障，并促进南海市由传统水利向现代化水利、可持续发展水利的转变，较好的适应了南海市经济社会现代化建设的需要。更多还原

【Abstract】 Basing on the theory of sustainable development, combining with the current social economy and water resource condition as well as the request of Nanhai city to accomplish socialistic modernization in advance in 2005, this paper studies on water resources optimize allocation and management by means of the systematic analysis. Through the research on water resources optimize allocation and management, the paper suggests to found Nanhai city water conservancy "six-systems", which emphasizes on flood controlling , draining and resistance ,focuses on resource optimize-allocation and management, sets improving water ecological environment as the trunk and innovation of system, mechanism, technology as the drive.This paper is made up of five chapters:Chapter 1, with reviewing the theory of sustainable development and the study-actuality of water resources optimize allocation and management, the meaning of this paper is discussed.Chapter 2, the technique of water resources optimize-allocation and management based on the theory of sustainable development is analyzed systemically.Chapter 3, footing on the water resources actual of Nanhai city, this paper puts forward "three systems": Human-water coordinate system of flood protection > draining and resistance, High-quality and harmonious system of water resources protection, Sustainable developing water resources compound system.Chapter 4, based on the principle of water resource optimize-allocation and management, this paper puts forward "three management systems": setting up consolidatory and high-efficiency water resources management system, consummating water recourses management system, cultivating an innovative water resources managing talent system.Chapter 5, with summing up the studying harvests, the advice to studying in the future is put forward.The six-system, on the ground of the actual condition of Nanhai city, come into being a supporting and protecting system of water conservancy, combined with the flood proofing , water resources supporting and water ecological environment protecting which adapt to social economy and environment developing goal of the city .It secures the developing of national economy and accelerates the water conservancy in the city transform to modem and sustainable one from a traditional one.
