黄河防汛指挥调度实施系统研究开发

【摘要】 黄河是我国第二条大河,由于黄河的特殊性和复杂性,洪涝灾害突发性极强,不仅大洪水时险情多、灾害大,而且中小洪水时重大险情也时有发生,为了减轻洪涝灾害造成的损失,把握洪水调度的时机是最主要的一个环节。因此,建立一个高效、可靠的防汛指挥调度实施系统,准确、及时地发出各项调度命令,落实各项工作任务是十分必要的。 本文全面分析了黄河防汛指挥调度实施工作的各方面存在的问题,按“战时出发、平战结合、先进实用、快速准确”的指导思想,从实现决策科学化、调度现代化、管理规范化出发,研究和开发了黄河防汛指挥调度实施系统,为有关防汛指挥部门及时收到防汛指挥调度信息,明确工作职责,有计划、分步骤地把各项防汛工作落到实处,确保黄河防洪指挥调度实施工作更加科学合理、井然有序提供了有力支持。

【Abstract】 Yellow River is the second largest river in China, due its special and the complicated characteristics, the flood and water logging hazards of Yellow River may break out very rapidly, and there are not only many emergencies and damages in large flood events, but also frequent extreme dangerous situation happened in small and medium flood events, and it is critical to dispatch flood control command timely in order to reduce the damages. Thus, it is very necessary to establish a effective and robust flood control and regulation command dispatching system in order to duly dispatch and implement various flood control and regulation commands.This paper presents a comprehensive analyses on all kinds of problems existing in the Yellow River flood control and regulation command dispatching and implementing practice, introduces the design and development of Yellow River Flood Control and Regulation Command Dispatching and Implementing Support Software System, which was designed based on the request of "serving at real time flood fighting situation, working at both flood and non flood event practice, being advanced and practicable, to be fast and accurate" and aims to make decision making to be scientifically , regulation to modernized, management to be standardized, in order to make all the flood control related departments to receive the flood regulation information timely, and understand their responsibilities and task clearly, and undertake all kinds of tasks deliberately and step by step, and provide a powerful support to make the Yellow River flood control and regulation command dispatching and implementing practice more scientifically and systematically.
