【摘要】 国土资源信息化是国民经济和社会信息化的重要组成部分，也是实现国土资源管理现代化和促进国土资源事业快速发展的关键。对于促进国家社会经济可持续发展，优化资源利用结构，保障国家资源(经济)安全，具有极为重要的意义。 省级国土资源信息化就是建立较为完整的国土资源信息化体系，初步实现国土资源调查评价、政务管理和社会服务三个主流程的信息化，使国土资源信息化建设基本适应国土资源管理事业发展的需要。 湖北省国土资源遥感综合调查信息系统建设，涉及数据资源、网络运行、各部门各专业信息需求以及国土资源管理等各个方面，为此本研究按照先进性、共享性、开放性和统一性等原则对系统总体框架、空间数据采集、属性数据管理和数据库文件系统进行了全面的规划和设计。实现了现有资源优化配置，实现了数据、应用处理等多层次资源的高度共享和集成；利用遥感技术宏观、动态、综合、快速、多层次、多时段的优势，开展湖北省国土资源和环境的综合调查研究；利用该系统全面评价湖北省国土资源、了解全省的资源和环境现状；利用AVENUE语言开发控件以满足编制湖北省国土资源系列图件及相应的应用的需要：实现具有操作方便、简单并具有国土资源调查、评价、查询、检素和空间分析的实用系统，为湖北省国民经济和社会中长期规划、国土资源的开发利用、地区经济发展规划及经济建设提供基础资料和科学的决策依据，进而促进湖北资源、环境与经济的协调发展。更多还原

【Abstract】 The information of country resources is an important part of the information for national economy and society. It is also the key issue for modern management of country resources. It is playing a significant role in social economy development, resource construction optimization and nation security.The digitization of province-level resource information is the base of the country resource information system, and helpful to the information digitalization of country resource investigation, management and social services.The construction of Synthesis Remote Sensing Information System for Country Resources in Hubei Province consists of data resources, network running, professional information demands and country resource management. According to principles of advance, share, open and integration, this study designs the system frame, spatial data collection, attribution date management and database system. This study also realizes the integration and share of resource optimization and data processing, and investigates the resource and environment in Hubei Province using remote sensing technology. A control component is also developed to edit resource maps for Hubei province. The designed system is easy to use and has many functions such as evaluation, retrieval and analysis for country resources. Based on the designed system, this study completely evaluates the country resources in Hubei Province. Experimental results show that the designed system is able to not only provide decision evidences for long-term social programming, economical development and country resource exploration, but also speed up the harmony development between resources, environment and economy.更多还原
