【摘要】 农民利益无小事。农民的根本问题是农民利益问题。退耕还林工程的实施与可持续发展直接关系到农民利益，从而关系到我国社会主义建设的进程。因此，探索退耕还林工程中农民利益的得失与补偿具有重大的理论意义与实践意义。 本文以马克思主义的辩证唯物主义和历史唯物主义为指导，主要运用理论与实际相结合等研究方法，从农民利益保护角度出发，对退耕还林工程中农民利益的损失与补偿进行了全面的分析研究。重点分析了退耕还林给农民带来的机遇与挑战，依据理论和实践提出了保障农民利益的对策措施。并对退耕还林土地所有权的缺失和后补偿问题作了一些思考和探索，以期对解决我国农民利益问题有所帮助。 本文分为导言和四部分正文。第一部分主要论述了农民利益问题的重要性。第二部分在简单介绍退耕还林的基础上主要分析了退耕还林工程给农民带来的机遇和挑战。第三部分主要分析面对农民利益的损失必须给予补偿的理论依据和实践对策。第四部分则探讨和分析了退耕还林中与农民利益相关的一些后补偿问题。包括后续产业问题、后续补偿时限和金额问题等，并对此提出了一些可行性对策。更多还原

【Abstract】 The peasant’s benefits have no small matter. A fundamental problem of Chinese peasants is that of interests. The practice and development of the engineering about grain for green have relate to the peasant’s benefits directly, Therefore relate to our country the progress of socialism developments. So it is of great theoretic significance as well as practical significance to make a study of the gain and loss of the farmer from the engineering about grain for green.The dissertation, which is guided by dialectical materialism and historical materialism of Marxism and mainly applies the studying methods such as theory and practice in combining way, make a very comprehensive study of the gain and loss of the peasant’s interests in the engineering about grain for green. Emphasis on assay the chance and challenge to peasant who participate "grain for green", and rest on theory and practice provides the policies and step how to protect the peasants’ interest in the hope of giving some help for it. On the other hand, I’m on thought and explore in loss of power on possession land and sequence compensation.Besides the preface ,this dissertation of four parts: Part I , mainly discusses the value about the peasant’s benefits. Part II, assay the gain and loss of peasant who part in "grain for green" by introduce the By introduce the project of grain for green,. Part III , mainly analyzes the theoretical base and practice resolutions that compensation must be offered to peasants for their interest loss, While part IV search for and analyzes some later- compensation problems. Including problems as later-estate, time limit of later- compensation and amount of money etc. And the part also argues some feasible resolutions for it.更多还原
