【摘要】 在全面建设小康社会的历史进程中，对于地处中西部边疆少数民族地区的内蒙古来说，任务非常艰巨。本文坚持实事求是的原则，对我区在全面建设小康社会中存在的有关问题进行探讨，并提出几点设想。全文内容由四个部分组成。 第一部分阐明内蒙古的发展对于全面建设小康社会的重要意义。无论从经济发展角度，还是从边疆少数民族地区的特殊性来看，内蒙古的发展无疑对于全国全面建设小康社会具有至关重要的作用。 第二部分分析了目前内蒙古自治区小康的实现程度及内蒙古全面建设小康社会奋斗目标。从现状中找出差距，从目标中找准方向。 第三部分主要分析了内蒙古在全面建设小康社会进程中面临的机遇和挑战。西部大开发、资源优势、地缘优势、民族自治政策的优势这些都是内蒙古在发展过程中的机遇和条件，但同时也存在许多挑战和不利因素，主要有：思想保守、观念陈旧；科技教育落后、人才短缺；生态环境恶化、资源浪费；基础设施薄弱、经济结构不合理；贫困、城乡差距拉大；人口总量增加、就业和社会保障压力增大；经济体制不完善；民主法制和思想道德建设还存在一些不容忽视的问题等。 第四部分主要对内蒙古全面建设小康社会提出一些对策、建议。内蒙古要抓住机遇、迎接挑战，就要从以下几点入手：一是进一步解放思想、增强自我发展能力，在改革开放中走出一条加快发展的新路；二是抓好基础设施和生态环境建设，推动产业结构战略性调整;三是加大农业结构调整，推进农业产业化;四是走新型工业化道路，实现跨越式发展;五是走具有内蒙古地区特色的城镇化道路，带动第三产业发展;六是发展科技教育，培养和用好各类人才;七是改善投资环境，引进外资和内资参与内蒙古开发;八是加强同东部地区的经济交流与合作，实现优势互补和共同发展;九是加强思想道德建设和民主法制建设。更多还原

【Abstract】 During the course of building the well-off society, Inner Mongolia, which is the border minority area and lies in middle and west part of China, faces the difficult task. Insisting on the principle of seeking truth from facts, the thesis discusses some issues about building the well-off society and puts forward some suggestions. The thesis is made up of four parts.The first part expounds the significance of the development of Inner Mongolia to the whole country. From the perspective of economy and the special location ,the development of Inner Mongolian undoubtedly plays on very important role to the well-off society. The second part analyses the degree of well-off society, of Inner Mongolian and its objective. Finding the gap and direction. The third part mainly analyses the chances and challenges in the course of building the well-off society. The chances are the development of west, regions, natural resources, location, autonomous region. The challenges are the out-dated ideas, the undeveloped science and technology, the shortage of human resources, the worse ecological environment, the bad basic infrastructure, unreasonable economic structure, poverty, the big population and other issues related to the institution. The fourth part puts forward some suggestions. The core of them is using the new ideas or newways to build the well-off society based on the conditions of Inner Mongolia.更多还原
