提高韩国中小企业国际竞争力策略研究

【摘要】 在现代经济发展中,企业规模特征呈现两种趋势,一种是少数企业的大型化、集中化;另一种则是为数众多的企业的小型化、分散化,即所谓中小企业,后者因其在经济发展中的独特地位和作用而受到世界各国的重视。 同样,韩国中小企业在经济发展中也具有极重要的作用。今后,在国际市场环境迅速变化的过程中,可以充分利用中小企业特有的机动性和灵活性进行技术创新,为建立知识强国发挥重要的作用。因此,中小企业的稳定成长可以成为韩国产业竞争力的一个基础。 为了使中小企业能够充分发挥其所具有的优点,为了确保其竞争力,中小企业自身的努力是很重要的,但是,政府也要对中小企业的发展予以一定的扶持,对中小企业之间的竞争予以引导和鼓励。 本文首先考察了韩国中小企业的演变过程及现状,比较了国际上主要竞争对手的产品价格决定因素,介绍了韩国出口企业及海外购买者对韩国产品的价格与非价格竞争力的评价;其次,为了制定更加符合韩国实际情况的中小企业政策,拟定有效增强中小企业竞争力的策略,论文分析了发达国家扶持中小企业的政策特点和国外中小企业的成功因素;在以上分析的基础上,论文最后考察了目前韩国中小企业增强竞争力所面临的一些障碍,及其因果关系,并提出了促进韩国中小企业发展的策略和相关政策建议。

【Abstract】 In the development of modern economy, the characteristic of enterprise size appears to have two kinds of direction: the one is a small number of enterprises which are large-sized and centralized; the other kind is a large number of small and medium enterprises which are small-sized and decentralized. The latter is highly emphasized by every country of the world because of its special status and function in the development of economy.The small and medium enterprises in Korea also play a lot of important roles in economic development. For the environment of world market is changing fast, we should make good use of the flexibility and agility, which don’t appear in the large enterprises, to innovate in technology. It will play an important role to build a powerful country of knowledge. So the steady growth of small and medium enterprises can be foundation to make Korean industry have competitive power.In order to play their advantages successfully and ensure their competitive power, effort of small and medium enterprises themselves is very important, and the government should also help them solve the difficulty they can not cope with, and try to encourage and guide them to compete among themselves.Firstly this paper observed and analysed the development course and current situation of small and medium enterprises in Korea;compared with the decisive factor of the products’ price of the main competitive countries; and introduced the evaluation of the Korean products’price and non-price factors which are appraised by the export enterprise and overseas purchaser. Secondly, to find the proper support policy and the blue print to strengthen Korean small and medium enterprises, reviewed the supportpolicy of the developed countries and the successful factors of the foreign countries’ small and medium enterprises. Finally, on the base of analysis upwards, this paper analyzed the obstacles to strengthen the competition of Korean small and medium enterprises, studied the consequence of these obstacles, and put forward some methods and relevant policy to promote the development of the small and medium enterprises.
